Baryonyx Management Consulting, Inc., a management consulting company focused in data analytics, is seeking a full-time Financial Systems Analyst to support projects serving our federal government customers. The position is a remote/telework position although attendance at the client location in the Washington, DC metropolitan area may be required on occasion. The ideal candidate has experience in federal financial management, budgeting, or financial systems and is comfortable working with financial data, business processes, and reporting environments within a federal CFO organization. The candidate should be able to assess current-state financial operations, document requirements, evaluate data flows and system interfaces, and translate findings into actionable recommendations, decision papers, and governance artifacts. The ideal candidate also has experience with financial systems modernization, and is highly analytical, detail-oriented, and comfortable engaging with stakeholders at multiple levels of an organization. Applicants must be comfortable working in a fast-paced and demanding environment supporting multiple concurrent priorities and must exhibit strong attention to detail. The candidate must be equal parts independent and team oriented.

US Citizenship is required, and the candidate must be able to clear a Public Trust screening.

Duties and Responsibilities:

  • Conduct current-state assessments of financial management processes, systems, data flows, interfaces, and reporting environments within a federal CFO organization
  • Identify capability gaps, process inefficiencies, data-quality concerns, and reporting limitations affecting financial operations and executive decision-making
  • Gather, document, and assess business and technical requirements through interviews, workshops, document reviews, and operational walkthroughs
  • Support the development and maintenance of a Strategic Portfolio Management (SPM) practice, including intake processes, scoring frameworks, prioritization analyses, and roadmap recommendations
  • Prepare decision papers, alternatives analyses, white papers, briefings, and executive presentations supporting governance boards and senior leadership
  • Develop and maintain performance metrics, scorecards, dashboards, and portfolio reporting products that provide visibility into modernization progress and organizational performance
  • Support IT financial governance activities including portfolio reviews, risk and issue tracking, dependency management, and action item coordination
  • Assess and document financial system interfaces, data dependencies, upstream and downstream process impacts, and integration points across enterprise platforms
  • Contribute to the development of Standard Operating Procedures (SOPs), process documentation, user guides, and training materials
  • Coordinate with stakeholders across financial management, budget, technology, and operational organizations to ensure alignment of priorities and requirements

Skills and Specifications:

  • Understanding of federal financial management concepts including budgeting, accounting, internal controls, fee setting, revenue forecasting, and federal financial reporting
  • Familiarity with federal financial systems, enterprise resource planning platforms, and financial data environments
  • Experience with optimizing financial workflows using technology
  • Ability to assess business processes, document workflows, identify gaps, and develop requirements for technology-enabled improvements
  • Strong analytical skills with the ability to evaluate competing priorities, resource constraints, and tradeoffs across a portfolio of technology initiatives
  • Ability to develop clear, concise deliverables including decision papers, briefing materials, SOPs, scorecards, and executive summaries
  • Proficiency with Microsoft Office suite, including Excel, PowerPoint, and SharePoint; experience with Power Platform (Power Apps, Automate) and other business intelligence tools (Power BI, Tableau), or similar reporting tools preferred
  • Ability to quickly understand complex organizational structures, governance processes, and stakeholder relationships
  • Excellent verbal and written communication skills and ability to interact professionally with senior federal leadership and multi-stakeholder groups
  • Ability to successfully engage in multiple initiatives simultaneously and prioritize appropriately

Education and Qualifications:

  • Must be a United States Citizen
  • Bachelor's degree in a field related to finance, accounting, economics, public administration, business administration, information technology, or a related discipline
  • A minimum of 5 years of experience in a financial analysis, federal financial management, or management consulting role supporting federal CFO organizations
  • Experience supporting DHS or USCIS financial management operations and systems preferred
  • Ideally, the candidate is located in the DC, Maryland, Virginia area
  • Must be able to pass a suitability screening
