Summary
Under administrative direction, is responsible for managing the development, implementation and maintenance of a comprehensive County-wide audio/video conferencing system.
Description
Duties and Responsibilities:

Manages the implementation and maintenance of a County wide Video Conferencing System (CVCS) including audio/video conference projects throughout Bexar County Offices and Departments including coordination with outside agencies

Maintains the daily functionality of criminal justice and law enforcement audio/video conferencing equipment

Acts as project leader, technical advisor, and advocate of further development; implements an integrated, agency-wide video conferencing system by maintaining extensive contact with other professionals within Bexar County establishing/supporting an agency-wide video conferencing system

Leads or serves on technical advisory committees, reviews consultant reports, and assists in project scoping as needed for video conferencing related projects

Develops annual and long term CVCS projects and related strategies; (e.g., prepares requests for proposal, solicits and reviews bids for audio/video services, recommends awards to Commissioners Court and monitors services for contract compliance; researches, writes and administers grants related to audio/video conferencing projects, etc.)

Administers CVCS budget, authorizes expenditures and ensures cost effective operations

Manages development of audio/video conferencing software applications within Bexar County, involving configuring, designing developing, testing, documenting applications, training users and resolving problems as needed

Investigates and recommends audio/video conferencing hardware and networking options and alternatives, including recommendations for funding

Develops and implements an effective audio/video conferencing training program for Bexar County staff at various levels of expertise, educating staff and management on video conferencing capabilities and opportunities

Oversees the design, selection, installation, configuration and periodic upgrades to video conferencing equipment and system

Presents periodic status updates to Commissioners Court

Performs related duties as required
Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor‘s Degree in Computer Science, Management Information Systems, or a closely related field, and five (5) years project management experience including two (2) years supervisory experience; or an equivalent combination of education and experience

Considerable knowledge of audio/video technology including video conferencing experience; knowledge of current industry trends and developments

Skill in equipment needs assessment, development and implementation; skill in communicating effectively, both verbally and in writing; skill to operate all video equipment; skill in communicating technical information to individuals with varying levels of equipment literacy

Ability to manage employees and vendors; ability to establish and maintain effective working relationships with co-workers, County employees and vendors

Must secure and maintain a favorable background investigation and clearance
-
Must clear a pre-employment physical and a pre-employment drug screen test
-
Required to be on-call 24-hours a day
-
May be required to work more than 40 hours during the workweek
