B. N. CLINIC 19 JOB DESCRIPTION – HR ASSISTANT Position: HR Manager Department: Human Resources & Administration Reports To: Management / Clinic Head Location: B. N. Clinic 19 Employment Type: Full-Time 1. JOB PURPOSE To manage and supervise the complete Human Resources function of B. N. Clinic 19, ensuring effective manpower management, employee discipline, payroll coordination, statutory compliance, recruitment, attendance, leave administration, employee records, and smooth day-to-day HR operations. The HR Manager will act as a link between management and employees and ensure that HR policies and procedures are implemented consistently across the clinic. 2. KEY RESPONSIBILITIES A. Recruitment & Manpower Planning Identify manpower requirements in consultation with department heads and management. Prepare job descriptions and coordinate recruitment activities. Screen candidates, conduct/interview or coordinate interviews, and complete joining formalities. Verify employee documents and maintain proper employee records. Coordinate employee onboarding, induction, orientation and departmental allocation. Maintain updated manpower and vacancy reports. B. Employee Records & Documentation Maintain complete and confidential employee personnel files. Ensure proper documentation of joining forms, ID/address proof, educational certificates, experience certificates, bank details, nomination forms, etc. Maintain employee master data and update changes promptly. Issue appointment letters, confirmation letters, transfer letters, promotion letters, warning letters and relieving/experience letters as required. Maintain proper documentation for employee separation and full & final settlement. C. Attendance, Leave & Shift Management Monitor daily attendance and biometric/HRMS records. Verify late coming, early leaving, absence, half-day and Leave Without Pay (LOP). Manage leave applications and leave balances as per clinic policy. Coordinate duty rosters and shift schedules with department heads. Monitor weekly offs, holiday working and Compensatory Off (Comp-Off). Prepare monthly attendance data for payroll processing. Investigate attendance discrepancies and coordinate corrections. D. Payroll & Salary Coordination Prepare and verify monthly payroll inputs. Coordinate salary processing with the Accounts Department. Verify attendance, LOP, overtime, incentives, deductions, advances, reimbursements and other payroll components. Ensure timely preparation of salary statements and payslips. Coordinate employee salary-related queries and resolve discrepancies. Maintain proper payroll records and confidentiality. E. Statutory Compliance Coordinate compliance relating to EPF, ESI, Professional Tax, TDS and other applicable labour/statutory requirements. Maintain statutory employee records and documentation. Coordinate with consultants and government authorities wherever required. Ensure timely submission/payment of statutory dues in coordination with Accounts/consultants. Maintain records relating to employee registrations, PF/ESI, nominations and statutory declarations. Keep management informed about important changes in applicable labour and employment requirements. F. HR Policies & Employee Discipline Implement HR policies, rules and procedures approved by management. Ensure employees understand attendance, leave, conduct, dress code, confidentiality and workplace policies. Monitor employee discipline and workplace behaviour. Handle employee grievances and coordinate appropriate resolution. Issue warnings/show-cause notices where required after management approval. Maintain proper records of disciplinary matters. Promote a professional, respectful and productive workplace environment. G. Performance Management Coordinate employee performance reviews and appraisals. Collect feedback from reporting managers and department heads. Maintain appraisal records. Assist management in identifying training and development requirements. Monitor probation/confirmation timelines. H. Employee Engagement & Welfare Address employee concerns and maintain effective communication between employees and management. Coordinate employee welfare activities. Assist in maintaining a positive workplace culture. Support staff training, awareness programs and internal communication. Coordinate employee benefits and welfare-related requirements. I. Exit & Full & Final Settlement Manage resignation and employee separation procedures. Ensure proper notice-period compliance. Conduct/coordinate exit interviews where required. Coordinate clearance from relevant departments. Prepare HR inputs for full & final settlement. Coordinate issuance of relieving and experience certificates. Ensure return of clinic property, ID cards, uniforms, access cards and other assets. 3. CLINIC-SPECIFIC HR RESPONSIBILITIES Maintain adequate staffing for OPD, IPD, Laboratory, Pharmacy, Nursing, Front Office, Housekeeping, Accounts and other operational departments. Coordinate manpower requirements with clinical and non-clinical department heads. Ensure proper staff deployment according to operational requirements. Maintain records of doctors, nurses, technicians, support staff and administrative employees as applicable. Coordinate staff duty rosters and shift changes. Ensure HR documentation is completed before employees are deployed for duty. Maintain confidentiality of employee and clinic information. Support management during inspections, audits and compliance reviews. 4. REPORTS & MIS The HR Manager shall prepare/maintain: Daily/weekly attendance report Monthly attendance & LOP report Manpower status report New joining report Employee separation report Leave status report Payroll input sheet Overtime/Comp-Off report PF/ESI/PT-related employee data Employee master database Department-wise manpower report Monthly HR MIS Pending HR documentation report Probation/confirmation tracker Recruitment/vacancy status report 5. AUTHORITY & CONTROL The HR Manager is responsible for: Ensuring implementation of approved HR policies. Maintaining employee confidentiality and HR records. Recommending recruitment, confirmation, promotion, transfer and disciplinary action to management. Verifying attendance and payroll inputs before submission to Accounts. Escalating serious employee, disciplinary or compliance matters to management. Ensuring that no employee-related financial or policy commitment is made without appropriate management approval. 6. KEY SKILLS & QUALIFICATIONS Education: Bachelor's degree in HR, Business Administration, Commerce or a related field. MBA/PG Diploma in HR preferred. Experience: Relevant HR experience in a clinic, hospital, healthcare organization or similar service organization preferred. Practical knowledge of payroll, attendance, recruitment and statutory compliance. Required Skills: Strong knowledge of HR operations. Good knowledge of Excel and HRMS. Payroll coordination skills. Knowledge of EPF, ESI, Professional Tax and TDS processes. Good communication and interpersonal skills. Ability to handle confidential information. Problem-solving and employee-handling skills. Good documentation and reporting skills. 7. KEY PERFORMANCE INDICATORS (KPIs) Timely and accurate payroll inputs. Attendance and leave accuracy. Timely completion of recruitment requirements. Employee documentation completeness. Statutory compliance coordination. Reduction in attendance/payroll errors. Timely joining and exit formalities. Employee grievance resolution. Staff retention and manpower availability. Timely submission of HR MIS reports. 8. CONFIDENTIALITY The HR Manager shall maintain strict confidentiality regarding employee salaries, personal information, disciplinary matters, clinic records, management decisions and other confidential information and shall disclose such information only to authorised persons. 9. GENERAL RESPONSIBILITY The HR Manager shall perform any other HR, administrative or employee-related responsibilities assigned by the Management from time to time, within the scope of the position.
