Position Overview


The Program Manager, EPMO Demand Management will serve as a key leader within the Enterprise Project Management Office (EPMO), responsible for managing and evaluating new technology-related project requests across the enterprise.

This position will partner closely with executive leadership, clinical stakeholders, business leaders, and cross-functional technology teams to assess project opportunities, establish priorities, evaluate business value and risks, and guide requests through the enterprise governance process.

The Program Manager will also directly manage strategic and business-critical projects from initial concept through implementation and project closeout, ensuring alignment with organizational objectives, budget, scope, schedule, and expected outcomes.

Key Responsibilities


  • Serve as the central point of contact for new technology project requests, submissions, and ideas.
  • Partner with executive leadership, clinicians, business units, and technology teams to evaluate enterprise technology opportunities.
  • Review incoming project requests to ensure business needs, value propositions, cost estimates, risks, impacts, and strategic objectives are clearly documented.
  • Evaluate and prioritize technology initiatives based on strategic alignment, business impact, urgency, risk, and resource capacity.
  • Facilitate project prioritization and scoring with appropriate EPMO governance committees.
  • Coordinate governance reviews and support decisions to approve, defer, or reject proposed projects.
  • Maintain visibility into the project demand lifecycle using ServiceNow and other applicable project management tools.
  • Develop and manage business cases, project proposals, financial analyses, and supporting documentation.
  • Lead requirements gathering and validation for both business and technical requirements.
  • Facilitate business process documentation and process redesign across multiple functional areas.
  • Translate organizational strategies into defined goals, action plans, project deliverables, and measurable outcomes.
  • Lead project planning and execution, including scope, schedule, budget, resources, risks, issues, dependencies, and benefits.
  • Facilitate technical design and solution development with business, clinical, and technology partners.
  • Promote EPMO project management standards, methodologies, governance, and best practices.
  • Manage day-to-day project activities and provide accurate and timely project status reporting.
  • Maintain RAID logs and proactively identify, manage, and resolve project risks, issues, assumptions, and dependencies.
  • Facilitate collaboration between project sponsors, project teams, business stakeholders, clinical stakeholders, and technology teams.
  • Lead change management activities and proactively address organizational impacts.
  • Coordinate testing, validation, user acceptance, and solution implementation activities.
  • Lead operational readiness activities, including transition plans, SOPs, workarounds, downtime procedures, and productivity-impact planning.
  • Develop and execute enterprise-level communication plans.
  • Prepare and present project updates, recommendations, business cases, and other materials to executive leadership.
  • Ensure projects remain aligned with enterprise strategic objectives and deliver expected business outcomes.
  • Manage multiple projects and competing priorities while maintaining strong attention to detail.
  • Ensure projects are delivered on time, within budget, and within approved scope.

Required Qualifications


  • 10+ years of healthcare IT project or program management experience.
  • Strong project management experience within a hospital, health system, or healthcare IT environment.
  • Demonstrated experience managing strategic, business-critical technology projects from conceptualization through implementation and closeout.
  • Experience with EPMO/PMO processes, governance, project intake, or demand management.
  • Demonstrated experience with business process documentation and process redesign across multiple functional areas.
  • Strong experience gathering, defining, documenting, and validating business and technical requirements.
  • Experience developing business cases and evaluating project ROI.
  • Strong understanding of project financial management, including Capital vs. Operating expenses (CAPEX/OPEX).
  • Experience managing RAID logs and resolving escalated project issues.
  • Demonstrated ability to manage multiple projects and competing priorities.
  • Strong documentation and project artifact management skills.
  • Proven ability to deliver projects on time, within budget, and within scope.
  • Excellent communication and relationship-building skills.
  • Demonstrated ability to communicate a vision, influence stakeholders, and obtain organizational buy-in.
  • Experience communicating and presenting to executive-level stakeholders.
  • Ability to work effectively with remote teams and stakeholders.
  • Strong leadership, organizational, analytical, and problem-solving skills.

Preferred Qualifications


  • PMP certification preferred.
  • ServiceNow experience, particularly within project, demand, or portfolio management.
  • Experience working with enterprise healthcare technology initiatives.
  • Experience with clinical and operational stakeholders.
  • Experience leading organizational change and operational readiness initiatives.
  • Experience with enterprise-level EPMO governance frameworks and methodologies.
