Job Description
AC4S is currently seeking a Civil Engineer to join their team in Erbil, Iraq. The Civil Engineer - Quality Control Specialist will be responsible for overseeing and managing all quality assurance and quality control (QA/QC) activities for civil engineering projects within a challenging and hazardous operational environment. This role requires extensive field experience, meticulous attention to detail, robust safety commitment, and strong interpersonal skills to manage and interact effectively with diverse construction teams, inspectors, and clients in a high-risk setting.
Principal Duties and Responsibilities
Develop, implement, and maintain the site-specific Quality Management System (QMS), ensuring compliance with contract specifications, national/international standards (e.g., ASTM, ISO 9001), and local regulations.
Lead and perform material testing and inspection of all civil works, including earthworks, concrete, steel, paving, and infrastructure utilities.
Conduct daily site inspections and surveillance to monitor construction methods, workmanship, and adherence to approved drawings and QC plans.
Manage the Request for Information (RFI) and Submittal processes related to quality, ensuring timely review and approval.
Prepare and manage comprehensive QC documentation, including inspection reports, test data summaries, non-conformance reports (NCRs), and final handover packages.
Oversee and verify the calibration status of all testing and measuring equipment used on site.
Experience and Education
Minimum of 5 years of experience in construction, with at least 2 years in a foreman or lead role. Prior experience working in an OCONUS, military, or other austere environment is highly preferred.
Technical Skills: Proficient in reading and interpreting blueprints, schematics, and construction documents. Strong understanding of relevant building codes, safety regulations, and construction methods.
Leadership: Demonstrated ability to lead, mentor, and manage a small team in challenging conditions. Strong communication and interpersonal skills are essential for effective crew management and coordination.
Physical and Mental Resilience: Must be physically capable of performing demanding work for extended periods in extreme weather and remote conditions. The ability to remain focused and calm under pressure is critical.
Adaptability: Proven ability to adapt to a constantly changing work environment and overcome logistical challenges inherent to austere locations.
Physical Requirements
A valid passport with a willingness and ability to travel overseas to remote locations.
Ability to work in challenging environments, including high-threat areas and adverse weather conditions.
Physical ability to traverse rough terrain, carry equipment up to 40 pounds, and access military facilities as required.
Ability to work under potential danger, stress, physical hardships, and field living conditions associated with deployment.
