Primary objective
Lead the Commission's licensing, compliance and reporting functions across electricity, water and sewerage and ports regulation. Provide
expert advice and analysis on licensing, compliance, investigations, reporting and related regulatory matters. Ensure delivery complies with
relevant legislation, sound governance principles and regulatory integrity.
Context statement
The Commission is an independent statutory authority comprising a Commissioner and Associate Commissioners. It is responsible for
economic regulation and related regulatory functions across electricity, water and sewerage, ports and other regulated industries, and
provides advice to Government as required. An office led by the Director Utilities Commission supports the Commission. Staff are
seconded from the Department of Treasury and Finance.
Key duties and responsibilities
1. Lead the Commission’s licensing, compliance and reporting work, including licence and exemption assessments, compliance
monitoring, complaints, investigations, incident management and annual reporting, and manage delivery of the work program in line
with legislative obligations and Commission priorities.
2. Interpret and apply legislation, licence conditions, codes and other regulatory instruments to support the consistent delivery of the
licensing, compliance and reporting functions.
3. Provide expert advice and analysis to the Director and the Commission on complex licensing, compliance, reporting and broader
regulatory matters, including those with significant regulatory or public interest implications.
4. Oversee the preparation and quality assurance of, reports, submissions, briefings and other advice for the Commission.
5. Lead major investigations, reviews and projects, including management of consultants, budgets, timelines and other resources.
6. Represent the Commission in senior stakeholder and external forums on matters relevant to the functions, and build and maintain
effective relationships with regulated entities, Government agencies, consultants, customers and other stakeholders.
7. Lead the development of staff, build technical capability and support effective delivery and work allocation across the licensing,
compliance and reporting functions and broader Commission work program as required.
8. Support the Director in managing the Commission office and act as Director when required.
Selection Criteria
Essential
1. Extensive experience in licensing, compliance, reporting, regulation, public policy or a related field, including the ability to provide
expert advice and apply legislation, licence conditions, codes and regulatory instruments to complex issues, including those with
significant regulatory or public interest implications.
2. Demonstrated ability to lead the delivery of complex work programs, investigations, reviews and projects in a high-impact regulatory
environment, including managing priorities, deadlines, resources and consultants while maintaining high standards of quality and
timeliness.
3. Highly developed analytical and judgement skills, including the ability to assess complex licensing, compliance, reporting and regulatory
issues, identify risks, and provide sound, defensible recommendations.
4. Strong people leadership and management skills, including the ability to supervise and develop staff, allocate work effectively, build
capability and foster a high-performing team culture.
5. Highly developed written and oral communication skills, including the ability to prepare high-quality advice, reports, submissions and
briefings, represent the Commission credibly in senior forums, and engage effectively with senior stakeholders and the public.
6. Demonstrated professionalism, integrity and accountability in the exercise of leadership, judgement and decision-making.
Desirable
1. Tertiary qualification in economics, commerce, law, public policy, public administration or a related discipline.
2. Knowledge and experience in the regulation of essential services, utilities, monopoly industries, or other relevant or similar industry or
field.
