Cloud Systems Engineer, AWS GovCloud (Enterprise Data Platform)
Department: Cloud and Data Platform Engineering | Location: Washington, D.C. | Type: Full-time
About the Role
Digital Charter is a federal IT and AI systems integrator supporting mission critical programs across the U.S. Army, FDA, NRC, and USCG. We are hiring a Cloud Systems Engineer to support the Enterprise Data Platform (EDP) at a federal financial regulator in Washington, DC.
EDP runs on AWS GovCloud and delivers the secure, scalable infrastructure behind the agency's enterprise data, analytics, and AI/ML workloads. Its purpose is to let the organization work from trusted, standardized, well governed data. You will be a hands-on engineer on that platform, working directly with senior platform engineers and with the cloud infrastructure, security, and application teams that depend on it.
The work is real infrastructure engineering, not ticket triage. You will provision and maintain cloud infrastructure, write and maintain Infrastructure as Code, support the CI/CD pipelines that deploy it, monitor platform health, and troubleshoot the connectivity, permissions, and deployment problems that come with running a regulated data platform at scale. This role is built for an engineer with solid cloud fundamentals who wants to deepen quickly under experienced mentorship, so we care more about aptitude and problem solving than about checking every technology on the list.
What you will do
Provision, configure, and maintain AWS infrastructure supporting EDP environments across networking, compute, storage, identity and access management, and logging and monitoring
Develop and maintain Infrastructure as Code using Terraform, CloudFormation, and other approved automation tooling for repeatable deployments
Support CI/CD pipelines that deploy infrastructure and platform configuration across development, test, and production
Maintain source controlled infrastructure code in Git based repositories, primarily GitLab
Configure and administer AWS networking components including VPCs, subnets, route tables, security groups, and related connectivity
Support cloud infrastructure for containerized workloads on Amazon EKS, including operational troubleshooting
Build and maintain monitoring, alerting, dashboards, and health checks, and analyze CloudWatch logs, metrics, and alarms plus CloudTrail events to surface operational and security issues
Implement standardized secure cloud configurations aligned to organizational security requirements
Support secure connectivity patterns including private connectivity, service endpoints, egress controls, and integration with enterprise network services
Build development, sandbox, and proof of concept environments from repeatable configurations
Support audit logging and operational visibility required for security reviews and compliance activities
Identify unused or underutilized AWS resources and help implement cost control measures
Automate routine platform administration using IaC, scripting, APIs, and command line tools
Maintain technical documentation including configurations, deployment procedures, runbooks, troubleshooting guides, and architecture diagrams
Participate in incident troubleshooting, root cause analysis, capacity planning, and platform scaling
Support onboarding of new applications and teams by provisioning infrastructure, permissions, and environment configuration
Requirements
Bachelor's degree in Engineering, Computer Science, Information Systems, or a related IT discipline, or equivalent practical experience
Minimum 7 years of information technology experience in an enterprise environment
Working knowledge of core AWS services including VPC, EC2, S3, IAM, EKS, CloudWatch, CloudTrail, and Systems Manager Parameter Store
Foundational understanding of AWS networking: VPCs, subnets, routing, security groups, and connectivity between cloud resources
Familiarity with AWS IAM including roles, policies, permissions, and least privilege access
Knowledge of Infrastructure as Code concepts, with experience or familiarity with AWS CloudFormation
Experience with source control systems such as GitLab, GitHub, or Bitbucket, with GitLab preferred
Familiarity with CI/CD concepts and tooling, including automated build, test, deployment, and environment promotion
Familiarity with cloud monitoring and logging using CloudWatch and CloudTrail
Experience with the Scrum framework, Agile engineering, Lean methodologies, or DevOps
Experience in one or more of the following: systems development, software development, hardware development, or mission support
Experience with DevOps and CI/CD tooling such as Azure DevOps, Git, Jenkins, Puppet, Docker, Confluence, SonarLint, or JUnit
Demonstrated ability to troubleshoot technical issues, analyze logs and system behavior, and collaborate across engineering teams
Strong written and verbal communication skills, including the ability to document technical configurations, procedures, and troubleshooting steps
U.S. citizenship or Permanent Resident (green card) status
Preferred
Hands-on experience provisioning AWS infrastructure with CloudFormation or another IaC technology
Experience building or maintaining CI/CD pipelines, preferably GitLab CI/CD
Familiarity with Terraform or other infrastructure automation frameworks
Familiarity with Kubernetes concepts and Amazon EKS administration
Understanding of containerization and container orchestration concepts
Understanding of cloud security practices including secrets and configuration management, secure access, logging, and encryption
AWS Certified Cloud Practitioner, AWS Certified Solutions Architect Associate or Professional, or another cloud certification in DevOps, security, or ML
