Reports to: Service Delivery Manager of Data Collection Level: Supervisory-level individual contributor (no direct reports)
Purpose. Secure and grow partnerships with companies and organizations that can host or supply video data collection, including large enterprises, so that Pulsar's industry coverage and volume targets are met.
Key Responsibilities
- Identify, approach and build relationships with target companies across industries, including senior decision-makers in large organizations.
- Negotiate partnership terms, access, schedules and volume commitments; close partner data agreements.
- Work with Compliance to ensure every partner signs the data agreement and that participant consent requirements are understood and accepted, including unblurred faces in captured video.
- Maintain a partner pipeline by industry (prospect, in negotiation, active, paused) and report weekly against the diversity and volume targets.
- Hand over confirmed partners to Outreach and Field Operations with site details, contacts, restrictions and available capture windows.
- Manage partner relationships through delivery: resolve concerns, renew or expand engagements, and escalate risks early.
- Develop partner-facing materials (pitch, FAQs, process overview) with the Head of Data Collection.
Qualifications
- Bachelor's degree in Business, Marketing, Communications or a related field.
- At least 4 years of experience in business development, partnerships, B2B sales or account management; proven ability to open doors in large companies.
- Strong negotiation, presentation and relationship-building skills.
- Familiarity with data privacy and consent requirements is an advantage.
- Experience in the BPO, data annotation or AI data industry is an advantage.

- Number of active partners and industries covered versus plan.
- Committed hours from partners versus target.
- Time from first contact to signed data agreement.
- Partner retention and repeat capture rate.
Pay: Php35,000.00 - Php40,000.00 per month
