We are seeking a dynamic and forward\-thinking Resource Efficiency Manager (REM) Energy Engineer to lead initiatives focused on optimizing energy use and enhancing resource efficiency across complex Facility systems. The REM should have knowledge and technical skills in the following areas: specific experience in an Energy Management Program; thorough understanding of load profile data presentation and manipulation; energy audits, and energy project development; experience in providing technical resources and management of energy related services; a working knowledge in various energy estimating software packages; a working knowledge in documenting and monitoring maintenance procedures utilizing software; shall have a working knowledge in the use of bin, heating degree\-days, and other simplified methods of energy calculations; familiarity with all relevant Executive Orders, ESPC, DSM, utility privatization, and other legislations and regulations related to energy programs; an understanding of the ESPC program including Measurement and Verification protocols; and proficient in the use of the Microsoft Offices suite for the analysis of energy usage data and the development of presentations of findings and proposals for cost\-effective solutions.
The REM should have an understanding of the customer’s energy system for energy reporting, a thorough understanding of potential utility rates that may be encountered at each site, ESPC guidance, DOE's measurement and verification protocols, the International Measurement and Verification Protocols, ASHRAE's measurement and verification procedures, CEHNC's area\- wide ESPC contracts, GSA ESPC contracts, DOE's Super ESPC contracts, and other alternative financing vehicles.
Responsibilities
* Conduct ASHRAE Energy Audits of facilities located on Naval Base Guam * Conduct field investigations, preliminary assessments, detailed assessments, technology assessments, life\-cycle cost analyses (LCCA), and feasibility studies to identify and develop technology reports, technology transfer materials, work plans, measurement and verification plans, and other documentation to facilitate the development of energy projects, programs, and initiatives.. * Provide conceptual designs for energy projects, to include concept drawing(s), detailed scope of work, estimated implementation cost, estimated savings, and lifecycle cost analysis * Provide expertise for utility and regulatory issues, knowledge of meter data systems and other reporting data bases; and knowledge of financing tools such as Programming, Administration and Execution system (PAX), Procurement Payment System (PPS), and Third\-Party Financing (ESPC, PPA, and UESC). * Support Utility Demand Reduction to Maximize Cost Avoidance. Investigate measures for participating in load shedding programs to reduce demand charges and enable Installation to participate in more economically favorable utility rate structures: Identify loads that can be controlled (via EMCS) during load shed events, working out agreements with the facilities to do so; train facility managers on how to respond. Investigate economic and logistical feasibility of electrical and thermal energy storage systems for shifting peak loads to more economical off\- peak periods.
Experience \& Qualifications
* Certified Energy Manager, Certified Energy Auditor or Professional Engineer * Bachelors Degree in Engineering and 9 plus years in Energy Engineering * Prior experience working on a military base
