JOB TITLE: Financial Analyst
QUALIFICATIONS: The person in this position should have the following credentials:
- Bachelor’s degree from an accredited college or university in accounting or business with accounting concentration (preferred)
- Four years’ work experience in accounting (governmental preferred)
- Knowledge of tax collections, tax law, and property reassessment is preferred, with the ability to apply this knowledge to complex projections, analysis, and reporting requirements
- Experience with large Enterprise Resource Planning System software
- Proficient knowledge of Microsoft Office, emphasis on Excel
- Ability to work alone and/or in groups on projects
- Expert in analyzing and research in order to make recommendations
- Ability to understand technical processes
REPORTS TO:
This person reports directly to the Director of Business Services.
JOB GOALS:
Assist the Director of Business Services with monitoring the financial position and projecting revenue streams for the District.
PERFORMANCE RESPONSIBILITIES:
- Monitor and analyze all tax collections for the District.
- Project mill value for operating and debt service funds.
- Project fee in lieu of taxes (FILOT) for operating and debt service funds.
- Analyze and project other revenue streams for operating and debt service funds as needed.
- Record daily taxes for operating and debt service funds.
- Monitor economic conditions that may affect revenue projections.
- Prepare all tax schedules for monthly financials, administration and external audit.
- Prepare statistics tables for external audit.
- Assist with the external audit for the District including the required reporting to the SC Department of Education.
- Assist with a general review of trial balance accounts for appropriate debit/credit balance.
- Prepare monthly debt service financials and assist with the accounting and issuance of the general obligation bonds. Upload Debt Service and BEST Debt budgets.
- Prepare and file tax form 990-8038 for GO bonds.
- Review monthly financial statements, bank reconciliations, and prepare tax return information for the Greenville County Schools Foundation.
- Record journal and cash book entries as needed.
- Assist with Request for Proposal (RFP) preparation and vendor selection process.
- Analyze departmental operating procedures and internal controls for opportunities of improvement.
- Assist in the implementation of new processes for the District to increase efficiencies/effective delivery of services.
- Analyze Enterprise Resource Planning processes to increase efficiencies/effective delivery of services.
- Prepare schedules/statements for internal and external reporting.
- Crosstrain with other Business Services employees.
- Perform other duties as assigned by the Supervisor.
