Project Manager, Public Infrastructure, Lubbock, TX
Halff has an opening for a Civil Engineer, with their Texas PE License, to be a Project Manager on our growing Public Infrastructure team based out of our Lubbock, TX office. The ideal candidate would bring at least 5 years of experience in Public Infrastructure or Land Development with a solid background in stormwater analysis. This position requires strong design and project management experience and knowledge of working with public entities. This role will have a large amount of autonomy in managing engineers-in-training and CAD designers. What you will do:
- Responsible for managing and overseeing the planning, design and construction of local infrastructure projects including municipal roadways, trails, storm drains, drainage studies, master drainage plans and utilities.
- Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
- Manage infrastructure projects from planning through delivery, including scope development, budgeting, scheduling, resource allocation, stakeholder coordination, and overall project performance.
- Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
- Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
- Conduct and manage design and plan production.
- Manage client relationships while supervising, mentoring, and providing technical guidance to engineers, EIT’s, and technical staff.
What you will need:
- Bachelor's Degree or Master's Degree in Civil Engineering or ABET accredited equivalent Engineering degree
- Professional Engineer (PE) License in Texas or transferable within 2 months
- At least 5 years of experience in public infrastructure, municipal roadway, drainage, and pedestrian facility design projects
- Strong design and project management experience and knowledge of working with local entities.
- Strong experience working with AutoCAD Civil 3D
- Strong technical H&H knowledge
- Experience with HEC-HMS, HEC-RAS, and GIS preferred
- 2-D H&H modeling experience preferred
- Strong technical writing and communication skills
- Experience in project scope development, professional services fee development and staffing projects is a plus
- Ability to work in a team environment with multiple offices and various disciplines
