Job Summary
The IBEW-NECA Service Center provides administrative and fund management services to 22 benefit funds affiliated with twelve IBEW Local Unions and four NECA Chapter Offices, serving more than 16,000 participants.
We are seeking a detail-oriented Business Analyst to support Taft-Hartley benefit administration for multiemployer health and welfare, pension, defined contribution, vacation, apprenticeship, and related trust funds.
This role will analyze fund office operations, gather and document requirements, improve administrative workflows, and support technology and process initiatives to strengthen eligibility processing, employer contribution tracking, claims administration, participant service, compliance, and reporting.
The Business Analyst will work closely with internal and external stakeholders to translate business needs into accurate, practical, and compliant solutions.
Key Responsibilities
· Gather, analyze, and document business requirements for Taft-Hartley benefit administration processes, systems, reports, and participant-facing services.
· Support reporting needs for trustees, fund leadership, employers, unions, auditors, actuaries, consultants, and regulatory or compliance activities.
· Document policies, procedures, workflows, business rules, plan rules, contribution rules, eligibility logic, and operational controls.
· Facilitate meetings, interviews, and working sessions to validate requirements, align stakeholders, and resolve process or system questions.
· Analyze plan administration data to identify trends, exceptions, root causes, operational risks, and opportunities for improved accuracy, efficiency, and service quality.
· Evaluate current workflows related to core business functions
· Translate fund office needs into actionable steps
· Collaborate with internal and external stakeholders of different levels to support solution design and implementation.

Required Qualifications
· Bachelor’s degree in Business Administration, Information Systems, Finance, Data Analytics, Employee Benefits, Public Administration, or a related field; equivalent experience may be considered.
· 2+ years of experience in business analysis, benefit administration, fund office operations, third-party administration, pension administration, health and welfare administration, or a related role.
· Experience with benefit administration platforms, claims systems, pension administration systems
· Experience with CRM tools, SQL, MultiValue databases, SAP reporting tools, Javascript, Linux based command language, Visio, Lucidchart, or similar tools.
· Experience gathering requirements from operational, technical, financial, compliance, and executive stakeholders.
· Ability to interpret plan rules, administrative procedures, data files, reports, and exception trends.
· Excellent written and verbal communication skills, including the ability to explain complex benefit administration concepts clearly.
· Strong organizational skills with the ability to manage competing priorities, deadlines, and stakeholder expectations.
Preferred Qualifications
· Experience working with Taft-Hartley, multiemployer, union trust fund, public sector, or self-funded benefit plans.
· Familiarity with ERISA, ACA, COBRA, HIPAA, Form 5500 support, fiduciary oversight concepts, collective bargaining agreements, and plan documents.
· Experience supporting data conversion, system implementation, vendor transition, software upgrade, or process improvement projects.
· Knowledge of defined benefit pension, defined contribution, health and welfare, vacation, apprenticeship, training, or supplemental unemployment benefit fund operations.
· Professional certification such as CBAP, CCBA, PMI-PBA, CEBS, or related employee benefits certification.

Work Environment
This role typically operates in a hybrid work environment and requires frequent collaboration with internal teams, consultants, legal counsel, auditors, actuaries, carriers, recordkeepers, and technology vendors. The Business Analyst may support multiple funds or projects at once and must be comfortable working with confidential participant, employer, contribution, claims, pension, and financial information.
