The job in one sentence
You make sure everyone who works for IPI is paid right, covered, and known by name, from the first day to the last, and you give them a reason to be proud of their team.
Who we are
Impact Pipe Inspection cleans and inspects municipal sewer pipe. We work from El Paso, Texas, in crews of two, and each crew is a team. We intend IPI to employ hundreds of families and to last for decades.
Today our team is small enough that you would know every person by name in your first week. We like it this way, but if we succeed like we want to, it will not stay that small.
Kent Jordan is our president, Bo Brustkern is our chief executive, and Evan Miller, an operating partner from Banquo Labs, works with us on finance and strategy. At any given time, the three of us are more than eight hours from the El Paso office. No one on the executive or administrative side works regularly in El Paso. That is the reason for this posting.
Why this role exists
Our people are paid every week. Each paycheck is the point where we keep our word to a family: the hours, the overtime, the deductions, the time off – all reported and compensated correctly. Behind every paycheck is a layer of work that must be right every week. Hours approved. New teammates welcomed, set up, and trained. Coverage confirmed. Compliance assured.
Today that work is done in pieces by people who are not physically present in El Paso, and that leaves a communication gap at the least. When a crew member has a question about a check, a day off, or a form, there is no one in the office to ask. When we need a new hire ready by Monday, someone must be there who knows where every document is, and how to onboard our new teammates reliably and smoothly. The larger we grow, the more this becomes a critical competency.
There is a second reason we need to create this role: our crews work in pairs, in the street, for most of the day. The office is the one place the whole team comes together, and today no one is there to make that place welcoming. A man on the job who is proud of his workplace – and respects his teammates – is safer, stays longer, and tells his trusted friends to join us. Pride does not happen by accident. Someone has to build it, and we want that person to enjoy doing it.
You are the person who fixes both. You are in the El Paso office every day. You run payroll, benefits, onboarding, offboarding, compliance, and the office itself. Plus, you host the cookouts and the parties. You know when a teammate’s daughter made the state championships, and you help us celebrate when a new baby is born. The crew comes to you first because you answer, you remember, you tell the truth, and you are glad to see them.
What you would actually do
One job, many roles. Some of it repeats every week, and some of it arrives without notice.
Payroll, correct and on time. Our crews are paid weekly through Rippling. You collect and check the hours, apply the overtime and holiday rules, process the run, and approve it before the deadline. You keep time-off requests, wage withholding orders, and child support orders current, and you keep the connection between Rippling and QuickBooks Online clean, so that our financial records are current. The standard is no late paycheck and no wrong paycheck. When something goes wrong, you tell the person, you tell us, and you correct it.
The spirit of the team. You make this a team that people are proud to belong to. You host the cookouts, the Christmas party, the birthdays, and the celebrations when a crew finishes a hard job or goes a full year without an injury. You welcome every new hire on the first morning with a warm smile and an introduction to every person on the team. You invite families to the events that suit them. You notice who is tired, who is worried, and who has gone quiet, and you ask them how they are. You tell the crew what the company is doing and why it matters, with energy that is real. You have a budget for this, and you spend it with heart.
People administration, from the first day to the last. Onboarding means offer letters, I-9s, background checks, tax and direct deposit forms, safety and equipment paperwork, and Rippling management, all finished before the person’s first morning. Maintenance means changes in pay and role, time off, personnel files, the handbook, and the records that show we followed the rules. Offboarding means final pay on the dates the law requires, return of equipment, removal of access, and a written reason in every case. Benefits means open enrollment, carrier deadlines, and one check we care about more than any other: that coverage is active so our people can count on it.
Compliance kept current. Wage and hour rules, workers’ compensation, required postings, I-9 retention, state and federal notices, and the insurance and payroll requirements our customers place on us. You keep a calendar of every date, you tell us before each one arrives, and you tell us when something we want to do is not allowed. When someone is hurt on the job, you make the first call to the carrier and file the report, so that the person is cared for and the record is correct.
The office and the people in it. You open the office and keep it ready: supplies, shirts and gear, and a refrigerator that is full when the crew wants to cook together. You prepare the El Paso leaders for their meetings with the schedule, the documents, and the open items, so that no one who runs a crew is surprised by a deadline. You know who is in the yard, who is out, and who needs something. When a crew member needs to talk, you listen. You keep confidentiality, except when it concerns safety or the law, and then you tell Kent – or elevate to Bo – the same day.
Procedures and advice to leadership. Everything you learn gets a written procedure good enough that someone else could run it. You own the accuracy of our KPIs, because wrong data produces wrong decisions. You advise Kent, Bo, and Evan on key personnel and operations decisions: who we hire, how we pay, what a policy costs, and what the law requires. You bring the issue early, with a recommendation, and you commit to the decision once it is made.
What this job is not
You do not make decisions on hiring, discipline, or firing crew members. The leaders do those in person, and you make sure the paperwork and the law are right before and after.
You do not schedule production, direct a crew, or decide which equipment goes to which job. No one in the field reports to you. What they will give you, if you earn it, is a straight answer when something is wrong.
You recommend what we pay and what benefits we offer, and you tell us what the market pays and what the law requires. Kent, Bo, and Evan decide, and you apply the decision evenly.
You will know who is owed money, who is in a dispute, and who received a letter from a court. That knowledge is private, confidential. It is not for conversation, even with company leadership.
Who this is for
Somebody who has run payroll for hourly workers on a weekly cycle and can tell us the last time it was wrong, how they found out, and what they changed.
Somebody who has administered an HR and payroll system and can tell us what was broken when they inherited it. Rippling ideally. Gusto, ADP, Paycom, Paylocity, or similar is fine.
Somebody who can keep a confidence, and who can show us how they have done it without naming anyone.
Somebody the crew will trust within a week: plain-spoken, fair, and firm, who says no kindly and does not change the answer. The people who work in the street know within a day whether the person at the desk respects their work.
Somebody people are glad to see walk in. Their good mood is real, and it lasts through a hard week.
Somebody who loves to host; who can cook for thirty, or is ready to learn, who has thrown a party where the quiet person ended up laughing, and who remembers a birthday without a reminder.
Somebody fluent in Spanish and English, spoken and written. Our conversations and our forms move between the two every day.
Somebody who lives in El Paso or will move there and stay. The job is being in the office, and it begins every day at 6AM.
Somebody who follows up a fourth time with a carrier, a state agency, or a crew leader, politely, and gets the answer. Much of your work depends on other people, and your job is to get a commitment from each of them, who does what by when, and then follow up until it is done.
Somebody with a real system for tracking dates and other people’s commitments, who can show it to us on screen.
Somebody who can advise leaders; who arrives prepared, speaks plainly, brings the issue with a recommendation, argues it aloud, and commits to the decision once it is made.
Somebody who tells a leader that a plan is against the law, in plain words, on the day they hear it, before the plan is carried out.
Somebody who is comfortable using AI to work more efficiently and yet keeps firm boundaries. We do not use it to speak to our people, to choose who is hired or let go, or to decide a dispute. Discernment is imperative. Speed without judgment is not.
Somebody who knows the difference between sent and received, enrolled and covered, filed and confirmed.
Somebody who is content when nothing happens: the payroll that ran, the form that was filed, the report that was delivered on time.
We do not care what industry you have worked in, and a degree is not required. An HR certification such as PHR, SHRM-CP, or CPP is welcome and not necessary. We do not need you to have managed anyone. We will teach you pipe inspection. We cannot teach you character.
Why this role may not be for you
If you are not naturally warm. The cookouts, the parties, and the welcome on a new hire’s first morning are the job.
If you are uneasy advising leaders. We will ask for your recommendation on hard decisions, and we expect you to give it plainly.
If you cannot keep what you hear to yourself. Every day you will know more about the people here than anyone else does, and all of it stays with you.
If you need to be liked more than you need to be respected. Some days the answer to a crew member is no, and the answer will not change.
If a late paycheck feels like a small error. For a family it is a missed rent date. Payroll is never late here.
If you would rather work from home.
If you need one priority at a time. There is no quiet week. Payroll, a new hire, a state letter, and an injury report can arrive in the same morning, and the skill is finishing all of them well.
If you need a finished system before you start. Rippling is set up and running, and our knowledge of it is thin. You will learn it, write it down, and improve it.
If you cannot tell a senior leader no. Some of what we ask could be against the law (from our ignorance) or against our own policy, and you will be the person who says so.
If you can see a problem and leave it to someone else. When you see a problem here, it is yours until the person responsible takes it from you.
If you want a comfortable job. We seek greatness in our craft and our results, and we ask the same of every seat.
If you need a manager in the office. Kent, Bo, and Evan are company leaders who care deeply for this company and this team and yet cannot be physically present every week. You must be comfortable being alone.
What you get from us
A real say in how this company treats its people. You will help write the rules you apply.
We will ask for your advice on key personnel and operations decisions before we make them.
Coaching and honest feedback from leaders who want you to succeed, and training on our payroll process and our Rippling setup during your ramp-up, with support from Rippling itself.
We practice subsidiarity, which is a churchy word for a plain idea: hire for competence, hand over more responsibility than the person is ready for, and catch them when they fall so they do not fall far.
This seat begins with administration and does not have to end there. We intend IPI to employ hundreds of people, and the person who builds the first people system here is the person we will ask to build the next.
Rest is part of the work. We need you to keep yourself healthy so that you can show up well.
Paid time off and the company benefits plan.
Compensation
We pay a base salary and an annual bonus. The bonus is tied to a short list of outcomes we will set together in your first sixty days.
Base salary: $70,000 to $90,000, depending on experience; paid weekly
Quarterly bonus: tied to outcomes, up to 20% of base; paid quarterly in arrears
Expect the outcomes to look like this: no late or incorrect payroll; every personnel file complete and every compliance date met; coverage confirmed active for every enrolled employee; written procedures for payroll, onboarding, and offboarding; a quarterly eNPS; every planned event held on its date.
Why we exist
Our purpose is to protect communities and transform infrastructure while creating opportunities for the families who build it.
Municipal sewer pipe is out of sight until it fails. The people who clean and inspect it do hard work in the street, and most of the city never sees them.
We think those people deserve a company as serious about them as they are about the work. That is why we care how a crew in El Paso is treated, why safety is not negotiable, why a paycheck is never late, why we push decisions to the person closest to the work, and why we are hiring someone to be in the office with them and to make the team a place they are proud to belong to.
We want IPI to provide a livelihood for families, and the person in this seat is how a family experiences the company.
What we value
These five values guide how we work and whom we hire.
Family. We are one family: brothers and sisters in the dignity of labor and the grace of rest. We do more than cheer for each other; we stand up for each other in good times and bad.
Ownership. Staying safe on the job, working efficiently, and delivering extraordinary results requires discipline, accountability, and total ownership. No excuses. No bystanders.
Gratitude. We recognize that this work, this team, and this opportunity are not guaranteed. We approach each day with humility and appreciation: for the job, for one another, and for those we serve. Gratitude shows up in how we work: we do the hard things well.
Pursuit of Greatness. Comfort is for the other guys. We seek greatness in our craft and our results.
All Glory to God. The work is His, the outcomes are His, and the glory is His alone.
If these five values describe how you already work, we want to hear from you.
How to apply
Skip the cover letter and hold the résumé. With AI, writing no longer tells us much about character. We will ask for a résumé and references if we move forward.
If we move forward, we will ask for a résumé and references.
Instead, we built an app that asks you questions out loud. Why? Because we want to understand how you think.
Start here: https://fleance-hiring.netlify.app/?o=ipi&p=office-manager
Before you begin:
- Plan for about 15 minutes. Use a phone or computer with a working microphone, in a quiet place, and allow your browser to use the microphone when it asks.
- A practice question comes first. It is not scored.
- Each question is played once and is also shown on the screen. A timer will begin, and you have that much time to think about and answer each question.
- You cannot pause, replay or re-record, so begin when you have the time, and keep the page open until you are done.
- You do not need to prepare. There are no wrong answers, and some questions are hard. If you get stuck, tell us something related to the question.
- Software helps us with the first review of your answers. People make every hiring decision.
- If you have a problem, or cannot use audio, call (915) 201-3055 and we will find another way for you to apply.
If we move forward, your day begins with the 6AM kickoff with the team in the El Paso office. Then you will sit down with us and talk through your skills and qualifications. Show us three things: how you track a deadline, how you run a payroll week, and how you would host your first cookout.
We are excited to meet you.
