Labor Compliance Administrator

Job Summary

We are seeking a detail-oriented and organized Labor Compliance Administrator to support labor compliance activities for public works and private construction projects throughout the United States. This role assists with certified payroll and labor compliance reporting, supports union and Project Labor Agreement (PLA) requirements where applicable, monitors subcontractor compliance, and maintains required documentation.

Key Responsibilities

Labor Compliance, Union & PLA Support

  • Assist with the administration of labor compliance requirements for public works and private construction projects, including projects governed by Davis-Bacon, state prevailing wage laws, union agreements, and Project Labor Agreements (PLAs).

  • Collect, review, track, and maintain Certified Payroll Reports (CPRs) and supporting documentation from internal staff and subcontractors.

  • Monitor compliance with wage determinations, fringe benefits, apprentice utilization, training contributions, and applicable collective bargaining agreements.

  • Support compliance with union reporting, PLA requirements, and labor agreement provisions, as applicable to specific projects.

  • Communicate labor compliance, union, and PLA requirements to subcontractors and follow up on missing, incorrect, or revised documentation.

  • Assist with resolving labor compliance and payroll discrepancies, including coordination related to back wages or corrective actions.

  • Support audits, investigations, and government, union, or third-party reviews by compiling and organizing required documentation.

  • Maintain accurate and complete labor compliance, union, and PLA files and electronic records.

  • Use labor compliance and reporting systems such as LCPtracker, DIR eCPR, or other agency or client portals, as required.

  • Stay informed on changes to federal, state, and local labor compliance regulations, prevailing wage requirements, and union or PLA obligations.

Administrative & Office Support

  • Provide general administrative support including document management, filing, data entry, and correspondence.

  • Assist with some AP responsibilities (i.e. Collection of subcontractor releases, providing payment status, processing credit applications and processing invoices)

  • Assist with project documentation, reporting, and record retention for compliance-related records.

  • Respond professionally to inquiries from employees, subcontractors, unions, and internal departments regarding labor compliance matters.

  • Coordinate with project management, payroll, HR, and accounting teams to support compliance and reporting needs.

Qualifications

Required

  • High school diploma or equivalent.

  • Strong attention to detail and organizational skills.

  • Ability to manage multiple priorities and meet deadlines.

  • Proficiency in Microsoft Office (Excel, Word, Outlook).

  • Ability to handle confidential and sensitive information with professionalism.

  • Construction industry administrative experience.

Preferred

  • Experience supporting labor compliance, certified payroll and prevailing wage for UNION employees

  • Above experience with Operating Engineers and Laborers specifically

  • Familiarity with public works and government-funded construction projects.

  • Experience working with subcontractors, unions, and compliance documentation.

  • Knowledge of labor compliance software or agency portals (e.g., LCPtracker, DIR eCPR).
