We’re looking for a Full Stack & AI Developer who can lead end-to-end solution delivery, from discovery and functional specification through development, testing, release and operational support.
You will combine strong software engineering capability with quality engineering, doc-as-code and spec-as-code practices and use AI tools responsibly to improve delivery speed and quality.
About us
System Performance Support (SPS) is a branch within NSW Health that partners with health service executives, clinicians, and other Ministry teams to improve the performance and sustainability of health services across the state.
Specifically, you will be joining the State Operational Data Store (ODS) Program. The ODS Program develops dashboards and digital tools to monitor performance, including the Patient Flow Portal, which tracks bed availability, discharge processes, and cleaning workflows, to enable a variety of statewide initiatives.

The Full Stack & AI Developer is responsible for the end-to-end delivery of State ODS Program solutions and initiatives commissioned by NSW Health, from discovery and functional specification through implementation, testing, release and operational support. The role supports high-impact applications that consume large volumes of real-time data and are used by more than 40,000 staff across Local Health Districts, the Ministry of Health, NSW Ambulance, HealthShare NSW, eHealth NSW, the Pillars and interstate jurisdictions including ACT Health and Network with Victoria.
What you will do
- Lead solution discovery with clinical, operational, and technical stakeholders to define business needs, priorities, constraints, and data dependencies, translating them into clear, testable requirements, user stories, acceptance criteria, and non-functional requirements.
- Design and deliver full stack solutions across frontend, backend, integration and data layers using ASP.NET/.NET, SQL Server, REST APIs, modern web standards, Microsoft Azure and Azure DevOps.
- Develop and apply AI-enabled engineering practices across development, testing, documentation, code review, and AI harness engineering, maximising the value of AI credits while ensuring accuracy, security, privacy, accessibility, performance, and clinical safety.
- Support reliable operations through release readiness, incident response, performance optimisation, stakeholder communication and continuous service improvement.
About you:
We are seeking motivated and committed individuals who can support the work of NSW Health. We are looking for:
- Experience in quality engineering, including test planning, automation support, defect triage and root cause analysis. Demonstrated experience with modern software engineering practices, including Git source control, branching strategies, pull request workflows, GitHub Enterprise, and DevOps ways of working.
- Strong experience with Microsoft Azure and Azure DevOps, including CI/CD pipelines, environment management, ASP.NET/.NET development, SQL Server, REST APIs, and enterprise application delivery.
- Experience developing AI-enabled solutions using GitHub Copilot, Azure AI Foundry, Azure OpenAI, AWS SageMaker, Microsoft Copilot Studio, or equivalent platforms, including deploying and testing open-source AI models from Hugging Face in secure local sandbox environments and validating AI-generated outputs for accuracy, security, privacy, safety, and risk.
- Experience designing and developing modern web applications and quality engineering practices, including single-page applications using HTML, CSS/SASS, JavaScript/TypeScript, automated testing, defect triage, root cause analysis, and AI-assisted testing.
- Strong business analysis, documentation, and stakeholder engagement skills, including creating doc-as-code and spec-as-code artefacts, defining requirements, user stories and acceptance criteria, and effectively communicating technical concepts to clinical, operational, and non-technical stakeholders. Relevant ICT qualifications and Azure certifications are desirable.
