Primary objective

Manage the development and implementation of the Inclusion and Engagement Services (IES) workforce plan including, recruitment,

strategic workforce analysis and planning, strategic budget planning, workforce capability uplift, branch strategic risk management and

staff culture and care aligned with departmental priorities. Provide strategic and operational human resource support to strengthen IES

workforce capability, workforce sustainability and compliance with relevant standards.

Context statement

Inclusion and Engagement Services provides differentiated support services to reform inclusion and improve engagement and access to

learning for children, students and communities. IES provides advice, guidance and support to clients and stakeholders to ensure all

children and students are welcomed into an inclusive learning environment and are able to engage effectively with education and learn to

their full potential.

Key duties and responsibilities

1. Proactively develop and implement the strategic workforce analysis and planning, recruitment and retention strategies to attract

suitable and diverse talent and to effectively support IES service delivery principles and objectives.

2. Coordinate end-to-end recruitment processes across IES in partnership with relevant business areas and hiring managers, including

workforce planning, advertising, recruitment and selection process, while providing expert advice on recruitment policies, procedures

and merit-based selection requirements to support timely and effective recruitment outcomes.

3. Manage the development of strategic workforce capability uplift planning and implementation including establishment and maintenance of

high-level branch staff induction processes to support a staff professional culture in collaboration with the Assistant Director

4. Contribute to development and management of IES branch operating model to support the implementation of the branch organisational

design.

5. Manage branch strategic risk management and monitoring processes to support workforce planning, priority setting and the achievement of

the branch key priorities.

6. Provide high-level advice, analysis, insights and reporting, and prepare high-quality strategic and recruitment documents, including

presentations, guidelines, briefs, submissions, reports, ministerial correspondence and other written materials.

Selection criteria

Essential

1. Extensive experience in strategic workforce and budget planning requirements, including end-to-end recruitment, workforce

development frameworks, attraction and retention strategies, and long-term planning to support branch key priorities.

2. Demonstrated experience coordinating recruitment and workforce activities, engaging stakeholders, managing processes, and

preparing clear, high-quality briefs, reports, and correspondence to support informed decision-making.

3. Highly developed communication and interpersonal skills, with the ability to work effectively and independently with a broad range of

stakeholders, including executive management, clearly communicate complex matters, influence, negotiate and build productive

relationships to achieve effective business outcomes.

4. Demonstrated high-level strategic, conceptual, analytical and creative skills to develop innovative workforce strategies and policies

suited to complex operating environments.

5. Demonstrated high level planning and time management skills with proven ability to deliver outcomes with high standards attention

to detail and manage competing priorities to achieve results within restrictive timeframes.

6. Proven ability to problem-solve and articulate idea and complex information clearly and succinctly, both orally and in writing to support

informed decision making lined to strategic objectives and policies.

Desirable

1. Relevant tertiary qualification (e.g. Human Services, Project Management or related fields).
