Primary objective

Provide strategic advice and high-level support to a wide range of senior stakeholders across Government, ensuring the budgets of

complex transport-related infrastructure projects are accurately estimated and managed throughout the build lifecycle.

Key duties and responsibilities

1. Initiate and provide strategic advice, reports and high-level support to stakeholders on agency and whole of Government civil

infrastructure project budget estimation and construction costs, issues and sensitivities.

2. Develop and manage complex civil infrastructure project budget estimates throughout all project lifecycle stages and prepare actual

versus predicated costings at project completion.

3. Perform high-level research, analysis and evaluation of industry pricing trends and emerging policy, potential risks and political

sensitivities; perform financial, resources, environmental and cultural risk and cost benefit analyses for each project; develop and

implement effective construction related cost estimating solutions and tools.

4. Prepare Australian Government Federation Funding Agreement funding proposals and other funding applications including risk

adjusted cost estimates and benefit cost analysis.

5. Research and report on a broad range of ad hoc issues related to civil infrastructure in response to Government and executive level

requests.

6. Actively contribute to a culture of achievement, develop and maintain effective collaborative partnerships with key internal and

external stakeholders at all levels, lead the cost estimation team and represent the department at various forums.

Selection criteria

Essential

1. Proven in-depth knowledge of and experience in civil construction budget estimating and costing throughout the project lifecycle; risk

identification analysis; cost benefit analysis; relevant Australian standards and civil construction contract law relevant to variations.

2. Proven high level skills and experience in project and program management methodologies, practices and tools across the full project

life cycle.

3. Well-developed communication, interpersonal and influencing skills with the ability to work constructively with people from a range

of cultural backgrounds and in a team environment.

4. Demonstrated ability to achieve program and organisational outcomes, including actively contributing to a culture of achievement, and

developing effective collaborative partnerships with key stakeholders.

5. Proven skills in change management and continuous improvement techniques relevant to implementation of new programs, projects

and processes.

Desirable

1. A recognised tertiary or postgraduate qualification within Quantity Surveying or Civil Engineering or related discipline.

2. Awareness of the environmental and cultural issues, policies and initiatives in the context of road and transport infrastructure in the

Northern Territory.

3. Awareness of the Northern Territory construction industry and environment including pricing trends.

4. Awareness of the Australian Government Best Practice Cost Estimation Guidelines.
