The Environmental Protection Division (EPD) is seeking several qualified, experienced, and collaborative leaders to serve as an Environmental Programs Administrator. This position provides broad administrative, managerial, and technical leadership across EPD strategic priorities and may be assigned responsibility for multiple environmental programs, teams, initiatives, or regulatory areas based on organizational needs and the selected candidates' experience. The successful candidates will demonstrate the ability to lead environmental professionals, manage complex regulatory and operational matters, exercise sound independent judgment, communicate effectively with diverse audiences, and support the Division's mission and priorities.

Job Description


General Functions :

The Environmental Programs Administrator is responsible for supervising two or more environmental programs or teams and for developing performance goals aligned with the Planning, Environmental and Development Services (PEDS) Strategic Management Plan coordinating work priorities, and ensuring effective delivery of environmental services. Work is performed under the general supervision of the EPD Division Manager and Assistant Manager. Incumbent must be able to exercise independent judgment in the oversight and supervision of assigned responsibilities.

Representative Duties/Assignments :

  • Advises EPD Division leadership and, as appropriate, senior County management, the Board of County Commissioners, and the Environmental Protection Commission or other County Advisory Boards on environmental, regulatory, permitting, compliance, and policy matters.
  • Coordinates the preparation of Board agenda items, public hearing materials, briefings, reports, correspondence, and other technical or executive-level work products.
  • Represents EPD in interactions with citizens, applicants, consultants, regulated entities, public interest groups, County departments, municipalities, and local, state, and federal regulatory agencies.
  • Provides leadership, direction, and oversight for assigned environmental programs, teams, regulatory functions, and special initiatives.
  • Supervises environmental professionals and/or program supervisors; establishes expectations, develops staff, supports hiring and succession planning, and promotes accountability for results.
  • Monitors, analyzes, and facilitates operations and activities associated with environmental permitting, compliance & enforcement, development review, pollution prevention, water-quality, and stormwater-related programs, waste-management permitting, natural resources management, and other environmental functions as assigned.
  • Provides direction on complex or sensitive environmental permitting, compliance, enforcement, development, and regulatory matters and assists with resolution of internal and external concerns or complaints.
  • Supports the development, interpretation, implementation, and update of environmental codes, ordinances, policies, procedures, and program requirements.
  • Assists with development and monitoring of budgets, contracts, grants, performance goals, workload measures, and other resources necessary for effective program delivery.
  • Directs or participates in studies, surveys, technical evaluations, and specialized research related to environmental matters.
  • Promotes consistent application of County, Department, and Division objectives, policies, procedures, and regulatory requirements while maintaining a high level of public service.
  • May serve in a higher-level leadership capacity during the absence of Division management.
  • Performs other related duties as assigned.

Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's degree in environmental or civil engineering, environmental law or natural sciences or a related field, and seven years of environmental protection experience, to include three years in a supervisory role. An equivalent combination of relevant education or experience may be substituted on a year for year basis.

Preferences:

Preference may be given to candidates whose experience demonstrates a combination of environmental program management, regulatory oversight, public/stakeholder engagement, leadership, and technical expertise relevant to EPD operations.

Desired experience may include:

  • Public Relations, communication, GIS, technical analysis, environmental field methods, or other specialized environmental tools and practices applicable to assigned responsibilities.
  • Relevant professional certifications or licenses - Professional Wetlands Scientist, Certified Environmental Professional, Certified Hazardous Materials Manager, examples include working knowledge of Florida habitats, wetland delineation and use of the Uniform Mitigation Assessment Method (UMAM).

Salary Information


Pay Grade: 022 - From $43.54 to $63.13
