We are seeking a seasoned Solutions Director/Program Governance Director to lead the successful delivery of the FAA’s next-generation Air Traffic Control (ATC) modernization program—a transformational, multiyear initiative to enhance the safety, efficiency, and resilience of the National Airspace System (NAS). This role will be a Senior Director reporting directly to the Sector President for the FAA BNATCS contract.
The Solutions Director/Program Governance Director is responsible for helping to translate high-level program strategy into actionable plans, facilitating cross-functional alignment, and maintaining operational rigor across engineering, safety, quality, acquisition, subcontract program management, and organizational change management (OCM). This position is ideal for a detail-oriented leader with deep experience managing large-scale technical programs and the ability to establish quality, cost, and schedule performance in a fast-paced, high-stakes environment.
Work Location:
- This position is 100% on-site, primarily located in Herndon, VA, with an alternate work location available in Bowie, MD. Candidates must be able to work on-site at one of these locations based on program requirements.
In this position, you will:
The Solutions Director/Program Governance Director helps oversee execution across all phases of program delivery—from requirements validation, systems engineering, and deliverable management as a partner to the program delivery organization in alignment with FAA acquisition management systems (AMS) and federal program standards.
- Coordinates the delivery of services from the BNATCS Architecture and Systems Engineering, Chief Technology Office and Quality Assurance functions.
- Responsible for coordination of activities across the BNATCS Portfolio team of NAS staff, Sector Functional Support, Safety, BNATCS Fusion Cell, and Organizational Effectiveness teams in the delivery of the Enterprise NEEDS package
- Manages the process for receiving and responding to FAA NEEDS packages
- Provides day-to-day leadership and integration a multi-disciplinary workforce
- Drives risk, issue, and opportunity management, including identification, mitigation planning, and escalation of programmatic, technical, safety, and operational risks
- Ensures rigorous compliance with corporate, customer, and program-level policy, procedures, and regulations to include ISO 9001:2015 and AS9100D, as applicable
- Supports the Sector in customer engagement and executive communications, including program reviews, milestone briefings, and response to senior-level inquiries
- Champions continuous improvement initiatives, driving efficiencies in processes, tools, and organizational structure across a large, geographically distributed workforce
- Acts as a key steward of program culture, reinforcing values of safety, transparency, technical excellence, and disciplined execution
Qualifications
Required Experience
- U.S. Citizenship Required
- Must have the ability to obtain / maintain a Public Trust clearance
- 18 years of experience in program or project management or quality assurance within large government programs
- Demonstrated ability to manage complex integration, multidisciplinary teams and matrixed organizations across a large geographic footprint
- Experience working with complex contract types, incentive and award fee structures, and secure supply chain best practices
- Ability to work across multiple Domain areas seamlessly
- Collaborative leadership style that builds trust with quick, effective decision making
- Familiarity with enterprise delivery tools and experience coordinating timely delivery of program artifacts, resolving blockers and conflicts, and coaching/ managing delivery teams against performance metrics
- Familiarity with FAA systems, airspace programs, or other high-availability, safety-critical systems in some capacity
- Excellent leadership, communication, and stakeholder engagement skills
- Understanding of compliance at both the corporate and government level
- Ability to communicate across sector and functional domains
Preferred Qualifications:
- Experience supporting the F ederal Aviation Administration (FAA) or National Airspace System (NAS)
- Bachelor’s degree in Business, Engineering, Computer Science, Aviation Management, or similar field, Master’s Degree preferred
- Proficiency in scheduling tools and risk management
- Project Management Professional (PMP) certification or equivalent program management credential, Program Management Professional (PMP), Risk Management Professional (RMP), or equivalent management certification
- Demonstrated Quality, Reliability or Safety systems development/execution; FAA experience in these disciplines preferred

Target Salary Range: $176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
