The Manager, Engineering is responsible for providing senior technical expertise in the planning, design, construction and asset management of the port authority’s facilities and infrastructure assets, as well as managing engineering aspects of container and cruise terminals, pavements, roads, overpasses, utilities and structural engineering issues
What you do:
- Manage ongoing engineering operational activities including analysis, planning, budgeting, authorization, tendering, implementation and monitoring of construction and asset management works.
- Participate in port development and facility planning by providing senior engineering expertise, contributing to technical workshops and cross-functional teams, reviewing PER permit applications, supervising multi-discipline consulting teams, preparing reports and recommendations, conducting and reviewing studies and cost estimates, and liaising with other VFPA departments, stakeholders and agencies.
- Effectively manage consultants and contractors to ensure that corporate and departmental objectives and priorities are met.
- Prepare and review work scope documents, budgets, schedules, proposal requests. Prepare and review tender documents, including plans, specifications and pertinent documents. Review proposals and tenders, negotiate contracts and prepare reports and submissions.
- Supervise and administer contracts for asset inspections, design and construction of capital and asset management projects and ensure timely, on budget completion of projects. Coordinate all aspects of the work including environmental, technical design, construction, administration, scheduling and outside agencies.
- Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities.
- Participate as a member of various management and inter-departmental teams in the planning, implementation and management of business initiatives.
- Promote the VFPA’s health and safety program by demonstrating health and safety leadership through actions, participation in health and safety initiatives and regular safety conversations with employees.
- Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders.
- Manage subordinates, ensuring that team and individuals are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed.
- Represent VFPA in negotiations, at conferences and conventions, and in the media as required, ensuring clear communication of the business strategy and key messages, and the presentation of a positive and professional image of the business.
- Liaise with Human Resources to ensure the effective selection, training and performance management of staff.
- Participate in the planning and the review of departmental operating costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision.
- Articulate and live the VFPA culture and values, set an example by modelling the required behaviours and hold others (staff and peers) accountable for their actions by identifying and acting on behaviour which is inconsistent with agreed standards and values.
- Provide an active and positive leadership example within the wider Port community, clearly communicating VFPA’s strategy and key elements of VFPA’s business plan, ensuring VFPA’s ability to deliver improvements through influence as well as direct control.
- Participate on cross-functional teams and perform other assigned duties as required.
What you bring:
- Appropriate university degree in engineering or applied science with a minimum of 5 years of related experience at a management level, or an acceptable combination of education and experience.
- Must have strong technical expertise in the areas of planning, engineering and construction as it relates to port and infrastructure projects.
- Ports and m arine design, construction and project management experience would be an asset.
- Must be a member (or eligible to become a member) of Engineers & Geoscientists British Columbia.
- Must have excellent leadership qualities and management skills.
- Must possess excellent negotiation, communication and public speaking skills to effectively interface with all contacts including all levels of business, government and the public to represent VFPA as a dynamic organization prepared to seize opportunities for VFPA as a world-class port.
- Must be able to present technical information at public meetings and also in writing to technical working groups.
- Must have a strong customer service orientation while managing a breadth of responsibilities.
- Must also demonstrate effective decision-making, planning and initiative, while fostering the development of all of these competencies in VFPA’s emerging leaders.
