The selected candidate will NOT focus on Quality Management (IQC/SQA). Instead, this role is strictly focused on Supply Chain Management (SCM), supplier capacity, delivery performance, and long-term volume confirmation. The primary objective is to ensure supplier operational readiness, capacity stability, and long-term forecast commitment to support Sinoboom’s production ramp-up. Target Ensure continuous material supply by evaluating supplier production capacity, negotiating long-term volume and forecast commitments (Capacity Reservation), driving delivery recovery plans (catch-up plans), and leading localization and supply base diversification initiatives (dual-sourcing).
Key Responsibilities
Supplier Capacity & Delivery Management: Evaluate installed capacity, operational bottlenecks, and production rates (Takt Time / OEE) at supplier facilities to ensure alignment with master production schedules. Design and execute delivery recovery and catch-up action plans for suppliers experiencing delays or capacity constraints. Forecast Strategy & Long-Term Volume Commitment: Manage 12-to-18-month rolling forecasts and coordinate the formal capacity confirmation cycle (Capacity Assessment / Closed-Loop Process). Implement Firmness Windows (Frozen / Slotted / Flexible Windows) to balance factory agility with supplier operational stability. Negotiate Capacity Reservation Agreements and risk-mitigation models for long-lead-time materials (Buffers / VMI / Consignment). Localization & Dual-Sourcing: Lead the identification, feasibility assessment, and onboarding of new regional suppliers to eliminate single-source dependencies. Supply Chain Optimization: Audit supplier logistics processes, safety stocks, lead times, and material flows to optimize overall supply chain reliability. Candidate Profile (Requirements) Education: Bachelor’s degree in Industrial Engineering, Supply Chain Management, Mechanical Engineering, Logistics, or related fields. Experience: 3 to 5+ years of experience in Supplier Development (SDE), Technical Purchasing, Capacity Management, or Material Planning within manufacturing industries (automotive, heavy machinery, metalworking, or industrial machinery). Technical Skills: Mandatory: Production capacity analysis (OEE, Takt Time, bottleneck identification), manufacturing line evaluation, demand planning/forecasting, and localization project management. Preferred (Nice to Have): General knowledge of industrial manufacturing processes such as casting, structural steel/welding, wire harnesses, hydraulic systems, machining, or surface treatments. Languages: English: Fluent (Mandatory for executive reporting and international coordination). Core Competencies Strong result orientation and sense of urgency (Fast Response mindset). Excellent commercial and technical negotiation skills with executive-level supplier leadership. High analytical capacity for rapid problem-solving in logistics and manufacturing capacity.
