The Resident Services Redesign team is a high-priority initiative within the Governor’s Office of Information Technology, dedicated to reimagining how Colorado delivers services to its residents, starting with public benefits and safety net systems. The team is building shared digital infrastructure that state agencies and Coloradans will depend on. Delivering that kind of complex, cross-agency work requires more than good technology. It requires a team that is well-organized, clear on priorities, and able to move quickly without losing track of what matters.

OIT is seeking an experienced Senior Technical Product Manager who will be a key member of the Resident Services Redesign team. This role will build and integrate the technology that powers a more unified, modern resident experience–moving Colorado from a patchwork of separate systems toward a more modular and coherent set of digital services that residents can navigate seamlessly.

Specific products on the Resident Services Redesign team’s year one roadmap include tools for income verification, a single statewide identity and access management solution, and a secure, portable data “backpack” that would allow residents to consent to save and reuse information across multiple benefits programs and applications. The goal is durable, shared infrastructure: services many agencies and programs can build on, rather than one-off solutions.

The Senior Technical Product Manager role will require strong technical acumen, data infrastructure product management expertise, and comfort driving data-driven decision-making for these critical services. This role will strengthen Colorado's ability to deliver exceptional digital government services by providing technical product leadership for key resident-facing platforms.

As a Senior Technical Product Manager, you will drive product strategy through a combination of user research, data analytics, and technical innovation. Working at the intersection of software development, data science, and public service, you will lead the vision and roadmap for rethinking core services from the resident’s point of view and rebuilding the underlying technology to match. You will implement robust analytics frameworks, conduct A/B testing, and use data to continuously improve how residents discover and access government services.

A key aspect of this role will also be transforming how the State measures and improves digital service delivery. This includes implementing analytics frameworks, establishing experimentation practices, and creating feedback loops that demonstrate impact. This includes managing data integrations, defining meaningful metrics, and translating technical insights into actionable improvements.

In this strategic role, the Senior Technical Product Manager must balance user needs with technical constraints and business requirements while driving consensus across diverse stakeholders. You will collaborate with civic technology partners to learn from and contribute to the broader government technology ecosystem, helping ensure Colorado remains at the forefront of digital government innovation.

In this dynamic environment, the Senior Technical Product Manager must be highly adaptable and comfortable with changing priorities and approaches as we learn what works best for Colorado. This includes being flexible in your methods, willing to pivot strategies based on new information, and able to help others navigate through change while maintaining focus on improving customer outcomes.

This role will own detailed product work for a specific statewide shared service, which will entail technical design, user flows, requirements, metrics, iteration, and delivery coordination. As the portfolio grows and priorities evolve, this role may shift to support or own other services or product areas.

Essential Functions:

  • Own and iterate on detailed product requirements for statewide shared services and components, including benefits access, eligibility and verification flows, and the integrations that connect them to existing state systems
  • Translate product strategy and roadmap priorities into clear user stories, acceptance criteria, and delivery plans
  • Manage and prioritize the product backlog in partnership with engineering, design, security, operations, and agency teams
  • Use analytics, research findings, support trends, and user feedback to identify issues and recommend improvements
  • Drive agency adoption and onboarding by clearly articulating the value of statewide shared services, clarifying requirements, validating user journeys, and coordinating launch readiness as more programs come on board
  • Document product decisions, tradeoffs, risks, and dependencies
  • Help ensure the services the team builds are secure, usable, scalable, and sustainable as more services adopt them
  • Support the technical design and development for a complex data system that will center the data around the State resident profile
  • Scale and communicate the value of a resident-centric data system
  • Identify areas of artificial intelligence integration to best support the resident experience across a resident-centric data system.

Success in this role requires someone who can navigate complex stakeholder environments independently, translate between technical and non-technical audiences, and build sustainable processes that outlast any single project.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

  • At least 5 years of experience delivering product management, user experience research & design, software development, or related concepts in complex environments.
  • Documented proficiency in working collaboratively with teams across the software development life cycle.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
  • If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications:

  • Product management experience: 5+ years of product management experience owning complex digital products from discovery through delivery and iteration; data system product management is preferred.
  • Cross-functional leadership: Demonstrated ability to lead cross-functional teams, including engineering, design, data, operations, and business stakeholders, without relying solely on formal authority.
  • Strategic and analytical skills: Experience defining product strategy, prioritizing roadmaps, using qualitative and quantitative data to make decisions, and measuring outcomes against clear success metrics.

Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work.

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.
