Tri-global Solutions Group Inc. is seeking four (4) Senior Business Analysts (Healthcare) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.

WORK MODEL: The successful contractor(s) will be able to work remotely, but the should be able to travel to the province of New Brunswick at least twice a year throughout the project duration. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW / DESCRIPTION OF SERVICES

The Government of New Brunswick is undertaking a major healthcare transformation, moving from multiple standalone hospital information systems to a unified, standardized, and integrated Clinical Information System (CIS). This initiative focuses on assessing the current technology landscape, determining application disposition strategies, and ensuring organizational and technical readiness for implementation.

Tri-global is seeking the services of Senior Business Analysts to support this transformation. This position requires close collaboration with Project Managers, Subject Matter Experts, and key stakeholders across multiple lines of business and technology teams to ensure accurate gathering, documentation, and validation of business and technical requirements.

We are looking to hire up to Four (4) Senior Business Analysts for this engagement. Successful candidates will display a detail-oriented approach, strong analytical skills, and the ability to translate complex business needs into actionable technical specifications.

The successful candidate’s work may be comprised of a mixture of steady state and project-based efforts.

Support of Existing Systems: (Backfill support roles of existing teams):

  • Maintenance and support of existing CIS and Clinical Systems, including troubleshooting and issue resolution.
  • System configuration to meet architectural standards and guidelines.
  • Monitoring of support queues and completion of requests assigned to technical teams (Application Changes, End User Support, Application Configurations, and other work items as assigned related to operational support of applications.)

Projects – CIS Application:

  • Identification and documentation of impacted systems and dependencies.
  • Capture and analysis of the current state of clinical and technical environments.
  • Gap analysis completion to inform solution design and technical strategies.
  • Documentation and completion of Technical Assessments.
  • Collaboration with ‘downstream’ system vendors to ensure applications are at a readiness state for implementation of a new CIS.
  • Development of functional design documentation to support application upgrades, consolidations, and potential data migration and archiving, and integration activities.
  • Project Coordination of Application Changes with internal Technical Teams, 3rd Party Vendors, and Clinical Stakeholders to meet Program Timelines.
  • Mentoring of other Business Analysts and Team Members as needed.

Written and spoken competence in English is required.

Written and spoken competence in French is considered an asset.

MANDATORY REQUIREMENTS

– A Bachelor’s level University degree in Computer Science, Business Administration, Healthcare or a similar discipline. An equivalent combination of education and experience may be considered. (Yes or No)

– Demonstrated experience leading business analysis activities on large-scale transformation initiatives within healthcare and/or government environments. Experience must include requirements elicitation and management, stakeholder engagement, workshop facilitation, business process analysis, use case and workflow development, gap analysis, solution design support, impact assessments, and the preparation of detailed business and technical analysis documentation. (5 years+)

– Demonstrated experience working directly with clinical stakeholders (e.g., physicians, nursing, allied health, pharmacy, laboratory, diagnostic imaging, and operational leaders) to elicit, analyze, validate, and document business and system requirements through workshops, interviews, workflow assessments, user stories, and use case development. (3 years+)

SCORED REQUIREMENTS

– Previous experience working within New Brunswick’s healthcare technology environments (i.e. Department of Health, Vitalité Health Network, Horizon Health Network, Service New Brunswick) showcasing a strong understanding of the local landscape, policies, and practices. (Yes or No)

– Verbal and written communication, facilitation, and presentation skills in both French and English is strongly preferred. (Yes or No)

– Completion of one or more recognized industry certifications, including Certified Business Analysis Professional (CBAP), Project Management Institute (PMI) Professional Certifications, Project Management Professional (PMP), Certified ScrumMaster (CSM), or equivalent credentials demonstrating expertise in business analysis, project delivery, and agile methodologies. (Yes or No)

– Demonstrated experience working with a high level of self-direction, strong interpersonal skills, and the ability to confidently engage and collaborate with project team members, subject matter experts, and stakeholders at all levels. (5 years+)

– Demonstrated experience leading executive briefings, steering committee presentations, governance meetings, and clinical stakeholder engagements within large-scale healthcare or government transformation initiatives. The resource must demonstrate the ability to tailor communications to diverse audiences, influence decision-making, build consensus, and effectively communicate complex project information to both technical and non-technical stakeholders. (5 years+)

– Demonstrated experience working with clinical and operational downstream applications that integrate with major Clinical Information Systems, including analysis of workflows, interfaces, data exchanges, and downstream system impacts. Examples include applications used in Laboratory, Pharmacy, Diagnostic Imaging, Cardiology, Registration, Scheduling, and Nursing Units. (3 years+)

– Demonstrated experience working with enterprise Clinical Information Systems (CIS) within acute care, ambulatory, and integrated healthcare environments, including major healthcare transformation initiatives involving CIS implementation, optimization, expansion, upgrade, consolidation, or replacement. Candidates must identify the CIS platforms they have supported, describe their role and responsibilities, and provide details regarding the scope, scale, and complexity of the initiatives. (3 years+)

DELIVERABLES

In order to successfully complete the engagement, the successful candidate must deliver the following, but not limited to:

  • Detailed review of existing business requirements and technical current state documentation.
  • Collaborate with technical experts to gather input and insights for the development and refinement of Application & System requirements and standards.
  • Design and develop facilitation sessions to validate the existing requirements and collect net new business and information technology requirement, including gap analysis.
  • Create and maintain detailed process and solution documentation, including workflows, integration diagrams, user guides, and training materials, to ensure seamless adoption of new technology.
  • Conduct comprehensive analysis of business and technical requirements to support the planning, management, and progression of the technical workstreams within the CIS project; recommend and implement solutions to achieve defined objectives, monitoring their effectiveness.
  • Collaborate closely with Clinical and Technical project teams to ensure the smooth delivery and implementation of the CIS and changes to any downstream system, including effective communication plans for stakeholders.
  • Participate in meetings with clinical workgroups to understand workflow impacts and application dependencies.
  • Engage with business owners, operational leads, and vendors to gather required application information and confirm use cases.
  • Document and communicate stakeholder feedback, issues, and risks to the Application Lead.
  • Support preparation of readiness assessments, cutover plans, and configuration workbooks as directed by the Application Lead.
  • Support the Application Lead in preparing status reports and materials for governance committees.
  • Log and monitor risks, issues, and dependencies related to assigned applications in project management tools, with proposed mitigation actions.
