About the role:

The Manager, Sourcing and Contracts leads the sourcing and contract assurance function for eHealth, delivering services across the division and to the Department of Families, Fairness and Housing through the shared services agreement. This senior leadership role is responsible for establishing, implementing and continuously improving the Sourcing and Contracts function. Its remit includes procurement delivery, contract lifecycle planning, commercial visibility and value reporting, procurement governance, risk and assurance, and procurement capability uplift. The role also oversees the forward procurement pipeline to support strategic planning, continuity of services and the identification of commercial opportunities. Managing a specialist team, you will provide authoritative advice on complex, high-value and high-risk data, digital and ICT procurements. You will work closely with the Chief Procurement Officer, central procurement team and other departmental stakeholders to strengthen governance and assurance, optimise commercial outcomes and manage financial, contractual and probity risks.

About you:

You are an accomplished procurement and commercial leader with experience leading specialist teams and overseeing complex sourcing and contracting portfolios. You combine strategic thinking and sound commercial judgement with a detailed understanding of Victorian Government procurement, financial, governance and probity requirements. You can establish and improve operating models, governance arrangements and portfolio management approaches, rather than simply administering existing processes. You are comfortable advising senior executives, leading complex negotiations and influencing stakeholders with competing priorities. You bring a future-focused approach to contract lifecycle planning, commercial visibility, and value generation, while maintaining a strong commitment to integrity, collaboration and public sector outcomes.

Key capabilities

  • Strategic leadership: Lead major planning, reform and service improvement activities, translating organisational priorities into practical sourcing and contract management approaches.
  • Sourcing and contract management: Oversee complex, high-value and high-risk sourcing arrangements across the full contract lifecycle, ensuring financial, quality, timeliness and compliance outcomes are achieved.
  • Commercial acumen: Apply market intelligence, pricing models and commercial levers, including aggregation, consolidation and contract rationalisation, to improve value for money and manage risk.
  • Governance and assurance: Interpret and apply Victorian Government procurement, financial and probity frameworks, strengthening compliance, consistency and assurance across the sourcing portfolio.
  • Influence and negotiation: Provide authoritative advice to senior executives, lead complex commercial negotiations and build commitment across stakeholders with competing priorities.
  • People leadership: Lead, develop and effectively deploy a specialist team through clear priorities, workforce planning, resource management and capability development.
  • Executive communication: Prepare high- quality Cabinet and Cabinet-related material, Ministerial and Secretary briefings, recommendations, meeting papers, reports, agendas and minutes.

Qualification(s)

A tertiary qualification in a field relevant to procurement and/or business systems, or equivalent, is highly desirable.

Specialist expertise

Mandatory

  • Demonstrated experience leading teams responsible for applying Victorian Government procurement policies and frameworks, including Victorian Government Purchasing Board policies, financial delegations, probity requirements and governance processes.
  • Demonstrated ability to oversee complex, high-value and high-risk sourcing arrangements across the full contract lifecycle, applying sound commercial judgement to manage risk, resolve issues and support executive decision-making.
  • Experience leading or overseeing complex commercial negotiations and market engagement, including setting negotiation strategies and using market intelligence, pricing models and commercial levers to optimise value for money.
  • Demonstrated experience establishing, leading or maturing a procurement, sourcing or commercial function, including operating models, governance arrangements, portfolio management, capability uplift and service improvement.

Desirable

  • Experience managing procurement and commercial oversight of data, digital and ICT products and services, including cloud and hosting services, software licensing and subscription models, digital platforms and specialist professional services.
  • Experience providing senior commercial advice and assurance in complex digital and ICT delivery environments and working with delivery, finance and legal functions.
  • Experience leading contract lifecycle planning, commercial visibility, forward procurement planning, portfolio oversight or commercial optimisation across a complex sourcing environment.
