Responsible for the business analysis approach across complex programs and enterprise initiatives within the Transformation Office, ensuring business needs are translated into prioritised, traceable and outcome-aligned requirements, future-state processes and measurable business benefits. The role leads stakeholder alignment, requirements governance, cross-stream dependency management and solution coherence, while providing direction, coaching and quality oversight to Business Analysts. Where required, the role supports enterprise platform initiatives, including CMS and related operating model change. The role is a key contributor to Transformation Office delivery standards, ensuring consistent analysis practices, governance discipline and alignment to enterprise transformation priorities.
Job Description
Leadership & Stakeholder Engagement
- Lead the analysis workplan and operating approach across large, complex or multi-stream initiatives, including work allocation, prioritisation and quality oversight for contributing Business Analysts.
- Build trusted relationships with senior stakeholders and governance forums, acting as the key advisor on business needs, trade-offs, cross-workstream impacts, risks, dependencies and decision points.
- Lead stakeholder alignment on scope, priorities and target outcomes and resolve requirement or process conflicts that span multiple teams, systems or business areas.
- Facilitate critical workshops or decision sessions where ambiguity, enterprise impact or stakeholder conflict requires senior analysis leadership.
- Build and maintain effective relationships with vendors and technology providers, acting as the key business analysis interface for strategic discussions, cross-stream impacts, priorities, risks, dependencies and solution alignment.
- Build and sustain a high-performing BA community within the Transformation Office, fostering consistency, collaboration and knowledge sharing across initiatives.
Requirements & Analysis
- Define the requirements management approach traceability model and prioritisation framework for the initiative, ensuring consistency across workstreams.
- Lead the analysis of complex, cross-functional or high-risk requirements and assure the quality, completeness and coherence of requirements artefacts produced by the wider team.
- Maintain alignment between business case intent, scope boundaries, target outcomes, requirements priorities and implementation approach, including management of cross-stream dependencies and decision records.
Process Design, Solution & Delivery Support
- Own the end-to-end integrity of process design across the initiative, ensuring future-state processes, operating impacts and solution decisions remain aligned to strategic outcomes and expected benefits.
- Work with vendors, architects and delivery teams to challenge solution options, assess trade-offs and ensure proposed designs align to business objectives, operating model impacts and expected benefits.
- Guide trade-off decisions across business and technology teams where competing priorities, cross-stream dependencies or enterprise impacts require a whole-of-program view.
- Provide oversight and escalation support during build, testing and deployment where clarification or prioritisation is needed across teams, and ensure implementation and readiness plans reflect critical process, control and operating impacts.
- Clarify requirements during build, testing and deployment and support issue resolution, change and decision-making throughout the delivery lifecycle.
Governance, Risk & Quality
- Set expectations for analysis governance, quality and traceability in line with Transformation Office standard across the initiative and ensure artefacts are fit for purpose for governance review and delivery decision-making.
- Own cross-stream analysis risks, issues, assumptions and dependencies and support prioritisation or escalation where matters affect scope, benefit realisation, delivery risk or stakeholder alignment.
- Review and assure BA artefacts and recommend readiness for governance checkpoints, testing entry, implementation planning and business readiness decisions.
Capability Development
- Own the uplift of business analysis capability across the Transformation Office, including onboarding, development and transition of SMEs or domain experts into Business Analyst roles.
- Provide structured coaching, mentoring and hands-on support to Business Analysts, including work shadowing, artefact reviews, feedback loops and practical guidance aligned to delivery needs.
- Define and embed clear BA role expectations, development pathways and quality standards to ensure consistency across initiatives.
- Act as a thought partner to BAs, helping them navigate ambiguity, stakeholder complexity and trade-off decisions in live delivery environments.
- Drive continuous improvement in analysis practice, championing customer-centric, value-led and data-informed approaches that improve delivery quality and business outcomes.
Desired Skills and Experience
Skills & Capabilities
- Strong enterprise or program-level business analysis leadership, including stakeholder alignment, dependency management, prioritisation and quality assurance across complex transformation initiatives
- Excellent facilitation, influencing and decision-support skills, with the ability to drive clarity, alignment and momentum without direct authority
- Strong judgement, coaching and mentoring capability, supported by deep practical knowledge of requirements governance, process design, traceability and delivery frameworks across Agile, Waterfall and hybrid environments
- Familiarity with JIRA / Confluence, Visio, Excel and Microsoft 365 suite, with experience in requirements management or process modelling tools
- Demonstrated ability to coach and develop emerging Business Analysts, including transitioning SMEs into effective BA practitioners within project delivery environments
Education/Training/Experience
- Significant experience leading business analysis across complex enterprise change or transformation initiatives, including responsibility for analysis planning, cross-stream alignment and quality assurance
- Demonstrated experience operating in matrix environments and influencing senior stakeholders, delivery teams and technology partners through ambiguity and competing priorities
- Experience in regulated environments and enterprise platform change remains highly desirable, advantageous
- Business Analysis certification (e.g. CBAP, CCBA, AAC, or equivalent) is desirable
- Agile, Scrum, Change or Process Improvement certification is advantageous
- Tertiary qualifications in Business, Commerce, Information Systems, Technology or a related discipline are preferred
