The Department of Revenue Information Services Division’s has a full-time, permanent opening for a professional IT Business Analyst. We are looking for an experienced IT Business Analyst, who can jump into any IT project and assume the business analyst role with little supervision. You must be a self-starter, effective communicator and have exceptional attention to detail.

Telework - This position has the flexibility to work remotely much of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate. Duties
The IT Business Analyst works with internal and external customers to understand business needs and translate them into clear, testable requirements. As a key connection between customers and Information Technology, the IT Business Analyst facilitates collaboration among customers, architecture, and operations to design, modify, or replace technology solutions and services. You will be challenged to use advanced facilitation skills and business analysis techniques when working with complex, high-value/high-risk technology solutions and services. You will also be expected to:
- Conduct presentations, demonstrations, and facilitate discussions in large and small groups and with a diverse set of customers and stakeholders.
- Elicit and analyze requirements using advanced business analysis techniques and translate information received business needs into diagrams , functional, nonfunctional, and clear, well-defined functional, nonfunctional and technical requirements.
- Use excellent verbal and written communication skills to communicate requirements and other information to customers, architects, testers, developers, project management staff, vendors, contractors, and agency leadership.
- Collect, assemble, analyze, evaluate, and report out on data to inform other technologists of business needs.
- Work to contribute to continuous process improvements for the overall software development lifecycle.
Qualifications
The incumbent must possess a combination of the following knowledge, skills, abilities, and progressive experience that demonstrates readiness to successfully perform the duties and tasks of this position:
- Demonstrated ability to elicit, analyze, validate, and document business and technical requirements through progressive conducting customer consultations, facilitating requirement-gathering workshops, and producing structured deliverables such as use cases, process flows, and user stories.
- Proven ability to analyze complex business processes and IT systems to determine current and future states, supported by experience creating context diagrams, decision tables, process documentation, and other analytical tools used to inform system enhancements or new solutions.
- Demonstrated skill in translating technical concepts into clear, customer-friendly language, gained through experience serving as the communication bridge between developers, testers, and business users to ensure shared understanding of system requirements.
- Progressive experience applying business analysis methodologies and best practices, including structured elicitation techniques, requirements management processes, and change control approaches used in complex, multi-unit IT environments.
- Demonstrated ability to support IT project planning and delivery by providing accurate work estimates, contributing to project scoping, communicating risks and impacts, and reporting status to project managers and stakeholders.
- Proven ability to review, analyze, and process IT work requests by determining clarity, completeness, and appropriate request type, supported by experience coordinating with business customers and IS managers to ensure correct routing and prioritization.
- Demonstrated ability to analyze proposed legislation for potential IT impacts, gained through experience interpreting legislative language, consulting with IS and business partners, preparing impact statements, and meeting extremely tight deadlines during legislative cycles.
- Proven ability to participate in testing and validation of system requirements through experience preparing test cases, clarifying requirement-related questions, supporting usability activities, and demonstrating prototypes to customers.
- Demonstrated ability to lead training sessions and support process improvement efforts, backed by experience educating business users on systems/applications, facilitating meetings, and contributing to LEAN or other continuous improvement initiatives.
- Proven ability to manage multiple assignments and competing priorities in a remote or hybrid work environment, demonstrated through independently organizing work, meeting deadlines, maintaining thorough documentation, and traveling to DOR sites as needed.

- Experience with Agile methods and supporting practices such as Scrum.
- Business Analyst professional certification.
- Lean Green Belt/other certification.
- Business or IT Process development experience.
- Knowledge of enterprise level systems, both internally hosted and cloud hosted.
- Customer Relationship Management (CRM) experience.
- Knowledge and experience using the business analysis Customer-service oriented methodology based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK®) Guide and Standards.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information*.*
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
