Homecare Business Development & Homecare Operations Manager – Home Care/Home Healthcare

Job Summary

Wescastle HealthCare is a new and growing home care/home healthcare agency currently in the startup and business-development stage. We do not currently have active clients.

We are seeking an experienced, highly motivated, and results-driven Homecare Business Development & Homecare Operations Manager who can step in, take ownership of the day-to-day business operation, and help us move from startup stage to an actively growing agency with a consistent client base.

Our immediate priority is acquiring clients.

We are looking for someone who understands that this is not an established agency with an existing book of business to simply maintain. The successful candidate will be expected to help build the business, generate and convert leads, develop referral relationships, oversee outreach efforts, establish an effective client acquisition strategy, and help secure our first clients and continue growing from there.

At the same time, this individual will oversee daily operations and serve as the central point of coordination between leadership, HR, nursing, outreach, staffing, prospective clients, and referral partners.

This is a hands-on leadership role for someone who can take initiative, create strategy, assign responsibilities, manage the team, follow up on execution, solve problems, and produce measurable results with limited day-to-day supervision.

Key Responsibilities

Business Development & Client Acquisition

Client acquisition and business growth will be a primary responsibility of this position.

  • Develop and execute a practical business development strategy to help the agency acquire its first clients and establish consistent growth.
  • Identify and pursue opportunities to generate qualified client referrals.
  • Develop relationships with hospitals, rehabilitation facilities, physicians, case managers, social workers, senior communities, community organizations, veterans’ resources, disability organizations, and other potential referral partners.
  • Work directly with the Outreach Coordinator to establish weekly outreach goals, target organizations, follow-up schedules, and performance expectations.
  • Ensure outreach activities are producing measurable results rather than simply making contacts.
  • Identify new referral sources, partnerships, marketing opportunities, payer opportunities, and other potential sources of business.
  • Manage incoming leads and ensure every qualified inquiry receives timely follow-up.
  • Maintain an organized pipeline of prospective clients and referral opportunities.
  • Follow up consistently with prospective clients and families until a decision is reached.
  • Develop strategies to improve lead-to-client conversion.
  • Track which referral sources and business development activities are generating actual inquiries and clients.
  • Establish weekly and monthly client acquisition goals and report progress to ownership.

Client Intake & Start of Care

  • Manage the process from lead/referral → consultation → intake → nursing assessment → staffing → start of care.
  • Communicate professionally with prospective clients and families.
  • Conduct or coordinate initial consultations as appropriate.
  • Ensure intake documentation and required next steps are completed.
  • Coordinate qualified clients with the appropriate nurse for assessment.
  • Follow up with nurses to ensure assessments are completed promptly.
  • Coordinate with HR and staffing to identify appropriate caregivers or clinical staff.
  • Ensure prospective clients do not become lost due to poor communication or lack of follow-up.
  • Maintain communication with families throughout the admission process.
  • Help convert qualified prospects into active clients and successfully launch services.

Daily Operations & Team Management

  • Oversee the agency’s day-to-day business operations.
  • Serve as the central point of coordination between leadership, HR, nursing, outreach, staffing, and administrative functions.
  • Establish weekly priorities for the business.
  • Assign tasks and responsibilities to appropriate team members.
  • Follow up to ensure assignments are completed accurately and on time.
  • Hold team members accountable for agreed-upon goals, responsibilities, and deadlines.
  • Identify operational gaps and develop solutions.
  • Establish workflows, procedures, tracking systems, and accountability measures as the agency grows.
  • Ensure the team remains focused on activities that contribute to client acquisition, operational readiness, and business growth.
  • Escalate matters requiring Owner/Administrator approval while independently managing routine operational matters.

Outreach Management

  • Provide direction and accountability to the Outreach Coordinator.
  • Establish weekly outreach targets and priorities.
  • Review outreach activity and results.
  • Determine which referral sources require additional follow-up.
  • Help develop outreach materials, presentations, talking points, and relationship-building strategies when necessary.
  • Monitor whether outreach efforts are generating leads, consultations, and clients.
  • Adjust strategies when outreach activities are not producing measurable results.

Staffing & Service Coordination

  • Work with HR to maintain a pool of qualified staff who can be assigned as clients are acquired.
  • Monitor staffing readiness based on anticipated client needs.
  • Coordinate caregiver/client matching.
  • Assist with resolving scheduling and staffing concerns.
  • Ensure staffing does not unnecessarily delay the start of services.
  • Coordinate communication between HR, nursing, staffing, and clients during new admissions.

Meetings & Team Accountability

  • Lead regular business development and operational meetings.
  • Prepare meeting agendas and establish priorities.
  • Assign action items, responsible parties, and deadlines.
  • Follow up on outstanding responsibilities after meetings.
  • Review the client pipeline, outreach activity, referral relationships, staffing readiness, operational concerns, and growth priorities.
  • Provide leadership with clear updates rather than requiring leadership to independently follow up with each department.

Business Growth & Strategy

  • Develop short-term and long-term strategies for growing the agency.
  • Help determine the most effective client acquisition channels for the business.
  • Identify opportunities for strategic partnerships and community relationships.
  • Recommend improvements to services, operations, marketing, intake, staffing, and client experience.
  • Help build scalable systems and processes as the agency grows.
  • Monitor competitors and local market opportunities.
  • Evaluate business development efforts and discontinue or modify strategies that are not producing results.

Performance & Reporting

The Business Development & Operations Manager will be expected to monitor and report key performance indicators, including:

  • Referral sources contacted
  • New referral relationships established
  • Leads and inquiries received
  • Follow-ups completed
  • Consultations scheduled
  • Nursing assessments scheduled/completed
  • Lead-to-client conversion rate
  • New clients admitted
  • Clients successfully started on services
  • Staffing readiness
  • Outreach Coordinator activity and results
  • Current client/referral pipeline
  • Operational priorities and outstanding issues

A concise weekly report should be provided to ownership identifying what was accomplished, what results were generated, what is currently in the pipeline, what challenges exist, and what actions will be taken next.

Qualifications

  • Previous experience in home care, home healthcare, healthcare business development, healthcare operations, or a closely related healthcare environment is strongly preferred.
  • Demonstrated experience generating business, developing referral relationships, acquiring clients, or converting leads.
  • Experience overseeing daily operations and coordinating multiple departments or team members.
  • Understanding of client intake, staffing, scheduling, service coordination, and healthcare operations.
  • Strong leadership and delegation skills.
  • Ability to hold team members accountable while maintaining a professional and collaborative work environment.
  • Strong sales, relationship-building, and customer service abilities.
  • Excellent verbal and written communication skills.
  • Strong organizational and problem-solving abilities.
  • Comfortable working in a startup/growth-stage environment.
  • Ability to work independently with limited supervision.
  • Ability to take initiative rather than waiting for daily instructions.
  • Comfortable using CRM systems, spreadsheets, task-management systems, email, virtual meetings, and other business technology.

“Here is what we need to do to get clients, here is our plan, here is what each team member needs to accomplish, and here is how we are going to measure whether it is working.”

We are not looking for someone who needs to be given a daily task list. We need a leader who can create the task list, delegate responsibilities, follow up with the team, develop strategies, manage the client acquisition pipeline, and keep the business moving forward.

What Success Looks Like

The primary objective is to help Wescastle HealthCare transition from a new agency with no active clients into an organized, operational, and growing home care/home healthcare company with a consistent client base.

Success in this position means:

  • Helping the agency secure its first clients and continue growing the client base.
  • Creating a consistent pipeline of qualified leads and referrals.
  • Converting qualified inquiries into active clients.
  • Building productive referral relationships.
  • Holding outreach and other team members accountable for measurable results.
  • Ensuring new clients move efficiently from inquiry to assessment, staffing, and start of care.
  • Keeping daily operations organized.

  • Allowing ownership to focus on executive-level responsibilities instead of managing every daily task.

This is an opportunity for someone who wants to play a significant role in building a healthcare company from the ground up and helping shape its growth.

Pay: $13.50 - $14.00 per hour

Expected hours: 25.0 per week
