At Boss Cargo Express, we believe that growth begins with people and that the right talent strategy can create opportunities beyond the organization itself.
We are looking for a Recruitment Manager – Manpower Agency Development who will take on a unique, business-building assignment: lead recruitment activities under Boss Cargo Express while spearheading the establishment of a separate manpower agency intended to support workforce requirements and potential external clients.
Initially, you will be employed under Boss Cargo Express, where you will gain familiarity with our recruitment requirements, operational environment, and workforce needs. During this period, you will be responsible for developing the recruitment systems, manpower sourcing capabilities, agency processes, and business foundations needed to establish the new venture.
Once the agency is formally established and the transition is approved, the intended arrangement is for you to separate from Boss Cargo Express and transition to the manpower agency under a separate employment arrangement, subject to mutually agreed terms and applicable requirements.
This is an opportunity for a recruitment professional who wants to go beyond filling vacancies to build a recruitment operation, develop a business, establish partnerships, and lead a talent-sourcing organization.
If you're ready to take ownership of a project that combines recruitment leadership, business development, and organizational building, this could be your next step.
What You'll Do
1. Recruitment Management at Boss Cargo Express
- Lead and manage recruitment activities to meet BCE's approved manpower requirements across branches and departments.

- Monitor recruitment progress and address bottlenecks affecting hiring timelines.
- Ensure recruitment records, applicant databases, and manpower trackers are accurate and updated.
- Maintain a professional candidate experience consistent with BCE's values and employer brand.
2. Manpower Agency Establishment
- Lead the planning and development of a separate manpower agency in coordination with company leadership and designated stakeholders.
- Develop an implementation roadmap covering business requirements, organizational setup, recruitment operations, staffing capabilities, and launch readiness.

- Support the development of a sustainable business model before the agency's formal launch.
8. Transition Planning & Agency Launch
- Develop a structured transition plan covering the agency's operational readiness, staffing, systems, documentation, and business development activities.
- Establish clear milestones and readiness criteria for the proposed launch.
- Coordinate with BCE management and the designated agency stakeholders regarding the timing and requirements of the transition.
- Prepare the necessary turnover documentation and ensure continuity of recruitment responsibilities at BCE.
