Lead the product management capability for a technology product or service that supports departmental and business outcomes.

About the Role

The Product Manager leads the product management capability for a technology product or service that supports departmental and business outcomes. The role ensures product investment, prioritisation and delivery decisions are aligned to user needs, business priorities and strategic objectives, and that changes are successfully delivered and adopted.

The role is responsible for establishing and continuously improving product management practices, including discovery, experience design, business analysis, functional design, backlog prioritisation, release preparation, business readiness, documentation, operational acceptance, financial oversight and risk management.

Working closely with business stakeholders, delivery teams, platform teams, vendors and system integrators, the Product Manager provides clear product direction and advice to support prioritisation, sequencing and delivery decisions. The role operates as a central point of coordination for product planning and change, balancing value, risk, dependencies, capacity and operational readiness, while retaining accountability for departmental outcomes delivered through internal teams and external partners.

Attributes

The Product Manager will:

  • develop the product strategy, roadmap and measurable outcomes
  • lead product planning, investment prioritisation and sequencing
  • provide evidence-based advice on options, trade-offs and funding decisions
  • lead discovery, user experience, business analysis and functional design activities
  • maintain a prioritised backlog aligned with user and organisational needs
  • provide product direction across configuration, development and testing
  • oversee release preparation, documentation, business readiness and operational acceptance
  • monitor expenditure, benefits, risks, issues and dependencies
  • manage vendors and system integrators against agreed outcomes
  • build productive relationships across business, delivery, product and platform teams
  • lead and develop staff and promote a collaborative, high-performing culture.

You will be a strategic and outcome-focused leader who can translate complex business and user needs into clear product direction. You will be comfortable making recommendations where priorities compete and evidence is incomplete.

You will also demonstrate:

  • experience leading complex digital or technology products
  • strong product strategy, roadmap and prioritisation capability
  • experience with discovery, analysis, design and technology delivery
  • commercial acumen and an understanding of investment and value management
  • the ability to influence senior stakeholders and challenge assumptions constructively
  • experience managing delivery partners, vendors or system integrators
  • strong people leadership and capability-development skills
  • a commitment to the Victorian Public Sector values.

Desirable Qualifications and Experience

The following would be highly regarded:

  • tertiary qualifications in technology, product management, business, design or a related discipline
  • substantial experience managing complex digital products or services
  • experience in government, regulated or large service-delivery environments
  • relevant product, agile, design, delivery or commercial-management credentials.
