Project Manager – Transcript Ordering and Payment System
Position Overview
Reporting to the Senior Program Manager, the Project Manager leads end-to-end delivery of the Transcript Ordering and Payment System (TOPS). The role will deliver an operational minimum viable product by 30 June 2027, ready to support approved charging arrangements from 1 July 2027. It oversees the roadmap, design, requirements, architecture, assurance, procurement, build, testing, implementation and transition to operations.
The role manages the interface with the Charging Framework project. TOPS must progress independently while remaining configurable for approved policy, pricing, fee, exemption, waiver, revenue and commencement settings. The Project Manager identifies required inputs, manages dependencies and assumptions, and escalates decisions that threaten delivery.
Within delegated authority, the position is the primary TOPS delivery decision-maker. It translates user needs, Court obligations and technical and assurance requirements into a controlled minimum viable product, prioritised backlog, clear acceptance criteria and evidence-based release decisions. The role requires strong project, product, commercial and stakeholder leadership in a fast-paced, dependency-intensive environment.
Duties
- Define and maintain the TOPS vision, scope, minimum viable product, roadmap, schedule, release plan, benefits and success measures, and lead delivery from mobilisation and discovery through implementation, hypercare and transition.
- Control scope, schedule, budget, resources, risks, issues, dependencies, changes, quality and benefits, taking recovery action and escalating material risks and decisions when required.
- Own and prioritise requirements, the product backlog, user stories and acceptance criteria, maintaining traceability from user needs to design decisions, testing evidence and release outcomes.
- Manage dependencies on Charging Framework policy, legal, pricing, fee, exemption, waiver, revenue, funding and commencement decisions, keeping TOPS configurable for charging and no-charging scenarios.
- Coordinate multidisciplinary specialists and solution integration across identity, matter information, workflow, payments, reconciliation, suppliers, data, reporting, records and operational support.
- Lead market engagement, procurement, evaluation, negotiation, contracting and supplier mobilisation, and manage supplier performance, deliverables, obligations, changes, risks, costs, knowledge transfer and agency ownership of intellectual property.
- Manage digital investment, architecture, cyber security, privacy, accessibility, records and financial assurance, and lead user research, service design, prototyping, testing, defect resolution and operational-readiness assessment.
- Coordinate procedures, communications, training, service ownership, deployment, cutover, support and transition to business-as-usual operations, while providing concise governance advice and engaging judicial, Court, operational, corporate, technical, government and supplier stakeholders.
Selection Criteria
- Digital project and product delivery: Demonstrated success leading a complex digital or transactional project from discovery and procurement through implementation and transition, including defining a minimum viable product and managing scope, schedule, budget, risks, dependencies, requirements, priorities, benefits and outcomes.
- Commercial and supplier management: Demonstrated experience completing technology sourcing, procurement, negotiation, contracting and supplier mobilisation, with evidence of effective cost, milestone, performance, risk and knowledge-transfer management.
- Technology and integration: Demonstrated delivery of integrated digital capability involving two or more of identity, case or matter data, workflow, online payments, records management, supplier interfaces, reporting or operational support.
- Assurance and operational readiness: Demonstrated experience planning and completing security, privacy, accessibility, records, testing, financial-control and operational-readiness activities, with evidence that release and transition criteria were met.
- Governance and judgement: Demonstrated ability to maintain clear controls, manage complex policy and delivery dependencies, escalate material risks, and provide evidence-based options and recommendations that enabled timely decisions in a regulated public-sector environment.
- Leadership and stakeholder engagement: Demonstrated success leading multidisciplinary teams and suppliers and securing agreement on priorities, decisions and delivery outcomes across senior, judicial, operational, technical and external stakeholder groups.
Desirable Experience and Qualifications
- Demonstrated delivery of customer portals or transactional services involving online ordering, workflow, payments, refunds, reconciliation or supplier allocation.
- Experience integrating digital services with identity, case or matter-management, payment gateway, records-management, notification and reporting platforms.
- Experience delivering a minimum viable product to a fixed commencement date, including staged releases, contingency planning and post-launch improvement.
- Experience applying Australian Government digital assurance, procurement, financial, privacy, security, accessibility and records-management requirements.
- Experience managing dependencies between technology delivery and policy, pricing, charging, funding or legislative decisions.
- Experience managing commercial technology suppliers and supporting transition to sustainable business-as-usual operations.

- Ensure privacy, cyber security, legal, records-management, accessibility, ethical-use and assurance requirements are satisfied, and manage integration requirements and dependencies across transcription capabilities, court technology, operational workflows and the future Transcript Ordering and Payment System.
- Lead judicial, operational, technical, corporate and vendor engagement; direct and quality assure multidisciplinary resources; own risks, issues, changes and decisions; and represent the workstream at governance and assurance forums to secure and implement timely decisions.
Selection Criteria

- Delivery planning, governance and judgement: Strong capability translating strategic objectives into approved roadmaps, work packages, deliverables, acceptance criteria and decision gates; managing critical-path activities and tolerances; and preparing clear governance submissions, options, recommendations and recovery plans.
- Evaluation, AI and quality assurance: Demonstrated ability to establish measurable evaluation methods, quality standards and human-review controls, with sound understanding of speech-to-text, AI-enabled services, model and vendor assessment, and analysis of evidence to support adoption, scaling or cessation decisions.
- Risk, assurance and operational implementation: Experience managing privacy, cyber security, legal, records-management, accessibility, ethical-use, procurement and business-continuity requirements, and directing trial readiness, testing, incident response, integration, transition and handover in a complex operating environment.
- Stakeholder, vendor and commercial management: Highly developed ability to engage, negotiate with and influence senior, judicial, operational, technical, corporate and vendor stakeholders, while managing suppliers, deliverables, performance, access, data-handling arrangements, budgets, forecasts, remediation and escalation.
- Team leadership and communication: Demonstrated ability to direct, prioritise and quality assure multidisciplinary resources, build capability and accountability, exercise sound judgement under uncertainty, and communicate complex findings and implementation implications clearly to governance bodies and senior stakeholders.
