Job Summary
Tysam Tech is seeking a NEPA Lead to own technical direction, project management, regulatory compliance, and quality assurance for the company's National Environmental Policy Act work. The NEPA Lead manages NEPA activities across multiple projects, coordinating scope, schedule, budget, staffing, and deliverables with Task Managers, Project Managers, subcontractors, and specialists. This role operates with limited supervision, supervises the NEPA Practitioner, and prepares NEPA documents directly as needed.
Remote, supporting projects throughout the US Virgin Islands and the United States. Travel under 20% to project sites, client offices, and agency meetings.
Key Responsibilities
- Manage assigned NEPA scopes from scoping through agency review and final approval.
- Set the NEPA strategy and level of environmental review with the lead agency.
- Build work plans, schedules, budgets, and staffing assignments, and align them to project design, permitting, funding, and construction schedules.
- Track scope, schedule, budget, and progress, and flag risks, delays, and resource needs early.
- Direct the NEPA Practitioner's development of CEs, EAs, EISs, FONSIs, RODs, and supporting documentation, and prepare these directly as needed.
- Review purpose and need, alternatives, affected environment, environmental consequences, mitigation, and cumulative effects for technical accuracy, consistency, and legal defensibility.
- Coordinate compliance with NHPA Section 106, ESA Section 7, Clean Water Act, environmental justice, floodplain and wetlands requirements, and other federal mandates.
- Lead coordination with federal lead and cooperating agencies, regulators, clients, stakeholders, and the public. Resolve comments and direct revisions.
- Provide senior-level quality assurance and approve NEPA deliverables before submission.
- Mentor the NEPA Practitioner, support proposal and cost estimating work, and provide environmental planning support to other company projects as needs require.
Qualifications
- Bachelor's or advanced degree in environmental science, environmental engineering, planning, natural resources, or a related field.
- Five or more years managing and preparing NEPA documents for federal or federally funded projects.
- Working knowledge of CEQ regulations, federal agency NEPA procedures, and related consultation and permitting requirements.
- Experience managing scope, schedule, budget, staffing, and delivery across multiple concurrent assignments.
- Experience leading multidisciplinary teams and coordinating with federal and state agencies.
- Valid driver's license and reliable transportation.
